Job Description

Program Officer, Vietnam - Climate and Ocean Adaptation and Sustainable Transition (COAST) Programme

Contract Type: Fixed- term, part-time until March 31, 2027, and full-time from 1 April 2027 through 31 December 2029.

Location: Hanoi, Vietnam (occasional travel to project sites may be required)

Eligibility: nationals only

For Part-time period, Monthly Gross Salary: 623,3 GBP, after that, Annual Gross Salary: 14,960 GBP

COAST Facility is a bilateral UK Government initiative operating in Southeast Asia and East Africa that delivers systemic change in coastal systems, towards resilient coastal communities, healthier marine ecosystems and inclusive blue growth. We do this through our three high level outcomes – known as our three P's - strengthening Protection of critical habitats, improving the Productivity and sustainability of coastal livelihoods, and ensuring that People, especially the most vulnerable, have real voice and agency. We operate within the framework of the UK's international climate and ocean commitments, as a flagship bilateral initiative that connects UK investments to structured, long-term partnerships at the country level. Beginning implementation in June 2025, we deliver UK's climate and ocean agenda in four priority countries: the Philippines, Indonesia, Viet Nam and Mozambique.

About the Role

The Programme Officer will support the Country Grants Manager (CGM) and Technical Assistance Facility Manager (TAFM) in processing grant and technical assistance applications and overseeing efficiently. This role focuses on due diligence, vetting, compliance monitoring, and administrative coordination to ensure smooth delivery of the COAST Facility's grant and technical assistance programs.

The position is based in Hanoi and reports to the CGM and TAFM.

Key Responsibilities

1. Due Diligence and Vetting

  • Coordinate due diligence processes for grant applicants and TA providers
  • Review and assess documentation using DAI's Grants/Management Capacity Assessment Tool
  • Support in developing appropriate project milestones based on assessment findings in the due diligence process
  • Assist the TAFM in maintaining and updating the TA provider roster, collecting inputs from stakeholders for TA concept note development and vetting with TA recipients
  • Coordinate with grant and TA applicants to arrange meetings and prepare agendas.

2. Contract Management and Mobilization

  • Facilitate timely signing of Grant Agreements and TA Contracts
  • Monitor compliance with agreement terms and flag implementation issues
  • Review quarterly and milestone reports from grantees and TA providers
  • Ensure operations align with program guidelines
  • Review invoices and supporting documents for accuracy and completeness for payment processing

Required Qualifications

  • Bachelor's degree in management, business, development or related field
  • 3 years of experience in international development programs
  • Proven experience with grant-making and contracting processes
  • Strong English language skills, particularly reading and writing
  • Ability to work effectively in a fast-paced, team-oriented environment
  • Familiarity with compliance requirements of international donors (UK FCDO, EU, USAID)
