We are looking fora Software Project Managerwith strong experience in Agile delivery (Scrum & Kanban) and hands-on skills in setting up projects (work flow, DORA metrics etc) in Jira

1. Deployment frequency (DF) How frequently code is being deployed to Production
2. Lead Time for Changes (Code Committed to Production)
3. Mean time to recover (MTTR) Time to restore service after an incident
4. Change failure rate (CFR) Percentage of changes causing a failure

You will lead software projects, manage delivery processes, and drive continuous improvement to ensure projects are completed on time, within scope, and to high quality standards.

Responsibilities

Your responsibilities will include, but are not limited to:

Stakeholder Management & Communication:

• Manage communication with internal and external stakeholders, providing clear and timely updates.
• Conduct steering committees, prepare executive-level reports, and negotiate priorities when needed.
• Collaborate with compliance officers and stakeholders to improve delivery processes and governance at the Vietnam Overseas Development Centre (ODC).

Client Engagement & Relationship Management:

• Build strong relationships with customers and identify new business/project opportunities.
• Understand and meet customer needs, enhancing the overall experience.
• Support sales/business development in tenders and RFQs, including accurate project estimation.

Effort Estimation & Project Quotation:

• Collaborate with technical leads to produce accurate software effort estimations and quotations.
• Apply proven estimation techniques (function point analysis, user stories, etc.).
• Continuously improve estimation accuracy using lessons learned from past projects.

Project Leadership & Delivery:

• Manage the planning, execution, and delivery of enterprise and government-related software projects, ensuring compliance with standards and governance requirements.
• Form, lead, and manage project teams for successful completion.
• Track key parameters: Scope, Cost, Schedule, Risks, and Quality.
• Ensure delivery meets business requirements on budget and on schedule.
• Utilize Scrum/Kanban practices in Jira for workflow setup, progress tracking, and performance insights.

Resource & Risk Management:

• Working with relevant team leads to estimate WBS items
• Planning resources to ensure fair distribution of workload and to ensure consistent utilization of resources
• Developing detailed project plans and track project progress actively
• Providing timely escalation of Risks and Issues to Management and providing risk mitigation strategies.

Team Development & Mentorship:

• Providing mentorship to team members and to support their developmental growth
• Establishing and maintaining good working relationships with customers, suppliers, and internal teams.

Documentation & Reporting:

• Ensuring project documentation is complete and up-to-date.
• Prepare and present regular reports on project status, costs, risks, and delivery metrics.

Qualifications

Education & Certification:

• Bachelors degree in Computer Science, Information Technology, or related field.
• Scrum/Kanban certifications (CSM, PSM, KMP, etc.) are a plus.
• PMP or PRINCE II certification is an advantage.

Leadership & Communication:

• Strong communicator with excellent spoken and written English.
• Excellent interpersonal skills; able to build productive relationships and influence stakeholders.
• Strong leadership skills; able to build and maintain high-performing teams.
• Confident in interacting with senior executives while maintaining transparency and integrity.

Technical Expertise:

• Proven expertise in software effort estimation and project quotation.
• Strong hands-on experience in Scrum and Kanban practices using Jira (workflow setup, dashboards, Agile metrics & reporting).
• Good working knowledge of Microsoft Office suite and Microsoft Project.
• Experience with estimation techniques such as function point analysis, user stories, or other relevant models is a plus.

Project Management Skills:

• Proven working experience in project management or Scrum Master role, with solid knowledge of the complete project life cycle.
• Outstanding project management capabilities and in-depth knowledge of PM principles (estimation & planning, risk management, reporting, budgeting, stakeholder management, resource management).
• Ability to apply project management principles independently in complex situations.

Analytical & Problem-Solving Skills:

• Excellent analytical skills; to be able to assess problems thoroughly and drive logical conclusions.
• Confident decision-making, particularly under pressure or in challenging situations.

Personal Qualities:

• Credible, adaptable, and able to work well with team members from diverse backgrounds.
• Proactive and eager to learn new skills and knowledge.
• Capable of multi-tasking and effective planning in high-pressure environments.
