Responsibilities:

• Manage all Quantity Surveying (QS) and commercial activities throughout the entire project lifecycle, from tender stage to project close-out.

• Prepare and review project budgets, detailed cost estimates, Bills of Quantities (BOQ), cost plans, and commercial proposals based on tender documents, drawings, specifications, and project requirements.

• Quantity take-off activities and verify measurement accuracy for industrial factory construction projects.

• Establish and maintain effective project cost control systems to monitor budgets, commitments, expenditures, forecasts, and cash flow.

• Monitor project financial performance and identify potential cost overruns, providing timely recommendations for corrective actions.

• Prepare and manage project cost reports, budget updates, cost forecasts, and commercial analyses for Project Management and Company Management.

• Prepare, negotiate, and finalize Variation Orders (VO), additional works, contractual claims, and final accounts with clients and subcontractors.

• Review contract documents and identify commercial risks, contractual obligations, and potential claim opportunities.

• Provide commercial and contractual advice to the Project Manager throughout project execution.

• Administrate subcontract agreements, including commercial evaluation, payment certification, variation management, and final account settlement.

• Prepare, review, and submit payment applications, Interim Payment Certificates (IPC), progress claims, and final payment documentation for both clients and subcontractors.

• Measure and verify completed work on site in coordination with Project Managers, Site Engineers, and Supervisors.

• Track design revisions and construction changes, evaluating their commercial and contractual impacts.

• Coordinate with Procurement during subcontractor and supplier selection by reviewing commercial quotations, conducting cost comparisons, and supporting negotiations.

• Develop cost-saving proposals and value engineering recommendations to improve project profitability while maintaining quality and contractual compliance.

• Maintain and continuously update databases for material prices, labor rates, subcontractor costs, equipment rates, productivity benchmarks, and historical project costs.

• Support tendering activities by preparing cost estimates, commercial clarifications, bid evaluations, and pricing analyses for new projects.

• Coordinate closely with Engineering, Procurement, Construction, Planning, Finance, and HSE departments to ensure effective project cost management.

• Ensure all QS and commercial activities comply with contractual requirements, company procedures, applicable regulations, and client standards.

• Build and maintain effective working relationships with clients, consultants, subcontractors, suppliers.

• Manage multiple projects and competing priorities simultaneously while maintaining accuracy and meeting project deadlines.

• Perform other duties as assigned by the Project Manager or Company Management.

Qualifications & Competencies:

Education

• Bachelor's Degree in Civil Engineering, Quantity Surveying, Construction Economics, Construction Management, or a related discipline.

Experience

• Minimum 8 years of experience in Quantity Surveying, Cost Control, or Commercial Management within industrial, manufacturing, residential or EPC projects.

• Proven experience managing commercial aspects of multiple concurrent projects.

• Strong experience in both pre-contract and post-contract commercial management.

• Experience working for international contractors or multinational construction companies is highly preferred.

Technical Knowledge

• Advanced knowledge of quantity surveying principles, cost planning, cost control, and commercial management.

• Good understanding of FIDIC and other international standard forms of contract.

• Excellent knowledge of construction contracts, procurement processes, subcontract administration, and claim management.

• Strong understanding of Vietnamese construction regulations, cost norms, and legal requirements for industrial construction projects.

• Ability to analyze commercial risks and develop mitigation strategies.

• Good understanding of project planning, scheduling, construction methodology, and project financial management.

Computer Skills

• Advanced proficiency in Microsoft Excel for cost analysis and reporting.

• Proficient in AutoCAD.

• Familiar with Microsoft Project.

• Experience using QS software (Cubi cost) and construction management software (Polaris).

1/ Nam, tuổi trên 28t

2/ Học vấn : Cử nhân Xây dựng, Đo đạc khối lượng, Kinh tế xây dựng, Xây dựng Quản lý hoặc chuyên ngành liên quan.

- Thành thạo AutoCAD.Microsoft Project.

- Có kinh nghiệm sử dụng phần mềm QS (Cubi cost) và phần mềm quản lý xây dựng (Polaris).

- Hiểu biết tốt về FIDIC và các hình thức hợp đồng tiêu chuẩn quốc tế khác.

- Thành thạo nâng cao về Microsoft Excel để phân tích và báo cáo

3/ Ngoại ngữ : Tiếng Anh lưu loát

4/ Kinh nghiệm :

• Tối thiểu 8 năm kinh nghiệm trong lĩnh vực Khảo sát số lượng, Kiểm soát chi phí hoặc Quản lý thương mại trong các dự án công nghiệp, sản xuất, dân dụng hoặc EPC.

• Kiến thức nâng cao về nguyên tắc khảo sát số lượng, lập kế hoạch chi phí, kiểm soát chi phí và thương mại

• Có kinh nghiệm sâu rộng trong quản lý thương mại trước và sau hợp đồng.

• Có kinh nghiệm làm việc cho các nhà thầu quốc tế hoặc các công ty xây dựng đa quốc gia.
