Job Purpose:
- Recruitment Strategy Development: Forecast workforce demand and develop long-term talent acquisition strategies and processes to attract top talent.
- Team Management: Train, coach, and lead recruiters; set performance objectives (KPIs) and monitor team effectiveness to ensure recruitment goals are achieved.
- Employer Branding Development: Build and strengthen the company's employer brand across social media platforms and the labor market to attract both active and passive candidates.
- Talent Pipeline Development: Source, engage, and maintain a strong talent pool and candidate database to support hiring needs for critical and strategic positions.
Job description:
1. Recruitment Strategy Development
- Forecast workforce requirements and develop long-term talent acquisition strategies and processes to support business growth.
- Ensure recruitment activities are aligned with approved manpower plans and organizational staffing requirements.
- Collaborate with the HRBP team to review and update job descriptions for all hiring positions in a timely manner.
- Manage recruitment policies and procedures, including interview frameworks, assessment tools, background verification, onboarding processes, and other related activities.
- Coordinate with business units and relevant stakeholders to ensure alignment between operational needs and hiring plans.
2. Talent Pipeline & Recruitment Network Development
- Build and expand talent sourcing channels and recruitment networks through partnerships with recruitment agencies, employment service centers, universities, and external career fairs to secure high-quality talent pools.
- Participate in the development and implementation of HR policies and procedures, ensuring compliance within the assigned scope of responsibility.
- Develop and maintain talent mapping and market intelligence to support workforce planning and future business expansion.
- Conduct recruitment capability training and provide consultation, coaching, and guidance to hiring managers and relevant stakeholders throughout the recruitment process.
3. Employer Branding Development
- Develop and execute employer branding strategies and initiatives in collaboration with relevant departments to strengthen the company's reputation as an employer of choice.
- Enhance employer brand visibility through recruitment websites, social media platforms (Facebook, TikTok, etc.), HR awards, employment centers, universities, and career fairs.
- Identify and manage operational risks that may impact recruitment effectiveness and the company's employer brand reputation.
4. Operational Excellence
- Lead recruitment initiatives, process optimization, automation projects, and organizational capability enhancement programs.
- Build long-term recruitment capabilities and talent acquisition frameworks to support the company's growth strategy and evolving workforce needs.
5. Other Responsibilities
- Participate in HR-related projects and initiatives as assigned by the direct manager.
- Prepare and present company-wide recruitment reports, including hiring performance, recruitment effectiveness, and key talent acquisition metrics.
- Perform other duties and responsibilities as assigned by management.
Qualifications / Education / Certifications
- Bachelor's degree in Business Administration, Human Resource Management, or other related fields.
- Relevant professional certifications in Talent Acquisition, Human Resources, or Recruitment are an advantage.
Work Experience (Years of Experience & Industry Background)
- 7–10 years of experience in Talent Acquisition and Recruitment, with strong expertise in recruitment, HR business partnering, and talent development, preferably within FMCG companies.
- Preferably 2–3 years of experience in a similar managerial position within the FMCG industry, preferably in large-scale organizations with 2,000+ employees.

- Strong knowledge of recruitment platforms, sourcing channels, and executive search (headhunting) methodologies.
