Job Description

WORKING LOCATION: SALA Area (An Khanh Ward)

WORKING TIME: 8:30 - 17:30 (Mon - Fri)

JOB DESCRIPTION:

  • Business Development Support: Assist the BD team with RFPs, including QS scope of work and resource planning.
  • Team Management: Support the management of the QS team through recruitment, mentoring, training, and performance management.
  • Pre-Contract: Lead cost planning, cost estimates, feasibility studies, value engineering, tender documentation, procurement planning, and the full tender process from pre-qualification to evaluation and contract award.
  • Post-Contract: Manage cost and commercial matters, including payment certification, variations/change orders, contract administration, commercial risk, cost reporting, cash flow forecasting, and final accounts.
  • Client & Contractor Management: Provide commercial and contractual advice, coordinate with clients, contractors, designers, and internal teams, and support negotiations throughout the project lifecycle.
  • Reporting & Recommendations: Prepare and provide recommendations on cost plans, PQ reports, tender evaluations, interim payments, and other key commercial decisions to Project/QS Managers, Directors, and Clients.

REQUIREMENTS

  • Education: Degree in Quantity Surveying or Civil Engineering.
  • Experience: 8–10+ years of experience in construction, covering both Pre-Contract and Post-Contract phases, including cost planning, tendering, contract administration, variations/claims, and final accounts.
  • Project Background: Strong experience on the Client or Main Contractor side (not Sub-Contractor), preferably in vertical construction/building and industrial projects.
  • Technical & Commercial Expertise: Strong knowledge of construction contracts, tendering, BOQ, cost management, value engineering, and familiarity with FIDIC contracts.
  • Leadership & Negotiation: Previous experience managing QS/tendering teams, with strong negotiation, organization, time management, and tender evaluation skills.
  • Language & Software: Full professional proficiency in English and Vietnamese, with advanced knowledge of relevant commercial/QS software.
  • Proactive, professional, collaborative, and able to work effectively with clients, contractors, and project teams. Relevant educational background/mentality is highly appreciated.
