SIH Inclusive Solutions supports institutions to turn disability inclusion, accessibility and inclusive governance commitments into sustainable practice. Role DescriptionSIH Inclusive Solutions is seeking a Senior Evaluation Specialist for a potential short-term international consultancy involving fieldwork in Vietnam.
The specialist will provide strong evaluation methodology and quantitative expertise within a multidisciplinary team. Responsibilities will include contributing to the design and implementation of a complex final evaluation; developing the evaluation framework and methodology; designing sampling approaches and data collection tools; analysing quantitative and qualitative data; triangulating findings across multiple sources; and contributing to evidence-based conclusions and recommendations.
The assignment will involve collaboration with a senior disability inclusion and policy specialist and other technical/local expertise, as well as engagement with institutional stakeholders, service providers and programme participants.
Qualifications- Significant experience designing and conducting final evaluations, baseline/endline studies or comparable evaluation processes
- Strong expertise in mixed-method evaluation, combining quantitative and qualitative approaches
- Demonstrated experience with sampling methodologies, quantitative data analysis, data quality and triangulation
- Strong ability to analyse programme performance and translate findings into clear, evidence-based conclusions and actionable recommendations
- Experience evaluating international development programmes, preferably involving health, rehabilitation, social services and/or disability
- Experience with results-based management and evaluation frameworks
- Strong stakeholder consultation, interviewing and facilitation skills
- Excellent analytical and report-writing skills in English
- Experience working in multidisciplinary and multicultural teams
- Relevant advanced university degree or equivalent professional experience
- Experience with US Government/USAID-funded programmes, evaluation standards or reporting requirements is a strong asset
- Experience in Vietnam or Southeast Asia is an asset
- Availability for a short-term consultancy, including potential fieldwork in Vietnam
Disability inclusion expertise is not essential, as this expertise is already represented within the proposed team; however, experience evaluating programmes involving disability, rehabilitation, health or social services would be an advantage.
