Quantity Surveyor & Procurement Specialist

Job Summary

We are looking for a Quantity Surveyor & Procurement Specialist who can help our project teams make better commercial decisions from early cost planning through procurement, construction, variations, and final account.

This is not simply an estimating or purchasing role.

You will work closely with Design, Project Management, MEPF, Technical, Site, Finance, suppliers, and subcontractors to understand what a project needs, establish realistic costs, identify commercially sound solutions, and ensure that materials and packages are procured at the right quality, price, and time.

We are looking for someone who is analytical, commercially aware, detail-oriented, and comfortable taking ownership.

Key Responsibilities

Cost Planning & Estimation

• Review drawings, specifications, project requirements, and site conditions to understand scope and cost implications.
• Conduct site surveys when required and identify factors that may affect pricing or construction.
• Prepare quantity take-offs, BOQs, cost estimates, budgets, and client quotations for workplace and commercial interior projects.
• Obtain and evaluate quotations from suppliers and subcontractors.
• Build reliable cost comparisons and identify gaps, exclusions, assumptions, and commercial risks before submission.
• Work with designers, engineers, and project teams to develop solutions that respond to both design intent and project budget.
• Support value engineering by finding smarter alternatives without compromising essential quality, performance, or client requirements.
• Maintain and develop cost data from completed projects, suppliers, materials, and subcontract packages to improve future estimating accuracy.
  
  

Procurement & Supplier Management

• Develop procurement requirements based on project scope, specifications, construction schedule, and approved budget.
• Source suitable suppliers, manufacturers, subcontractors, materials, and specialist solutions.
• Request and evaluate competitive quotations based on price, specification, quality, lead time, warranty, capability, and delivery risk.
• Negotiate commercial terms with suppliers and subcontractors.
• Coordinate technical clarification, samples, material submissions, and approvals with Design, Technical, MEPF, Project, and Site Teams.
• Prepare and follow purchasing documentation and purchase orders in accordance with Huynchi's approval process.
• Monitor procurement schedules and identify long-lead or high-risk items early.
• Follow delivery progress and coordinate with project teams to prevent procurement-related delays.
• Evaluate supplier and subcontractor performance and help Huynchi develop a stronger and more reliable supply chain.
• Build long-term relationships with capable suppliers while continuing to test competitiveness and market alternatives.

• Work directly on projects that require a high level of design thinking and judgment.
• Guide designers through concept development, problem-solving, and important design decisions.
• Review work constructively and help maintain a consistently high standard across projects.
• Give designers enough direction to improve without taking ownership away from them.
• Share knowledge, references, methods, and lessons learned.
• Help create an environment where designers can ask questions, test ideas, and develop their own point of view.
• Support the professional development of designers through day-to-day project work.
  
  

Project Cost Control

• Track project commitments, procurement costs, subcontract values, and commercial changes against approved budgets.
• Support Project Managers in monitoring project cost performance throughout delivery.
• Identify potential cost overruns or commercial risks early and communicate them clearly to the project team.
• Maintain accurate records of quotations, approvals, purchase orders, variations, and other commercial commitments.
• Support forecasting and cost-to-complete reviews where required.
• Help ensure commercial decisions are documented and traceable rather than relying on informal agreements.
  
  

Variations & Final Account

• Review client changes and identify their cost and procurement impact.
• Prepare variation quotations with clear scope, quantities, rates, assumptions, and supporting information.
• Coordinate with Design, Technical, MEPF, Project, and Site Teams to ensure variations are understood before implementation.
• Track variation approval status and help prevent unapproved work from creating unnecessary commercial exposure.
• Support measurement, reconciliation, settlement, and final account preparation at project completion.
• Work with relevant teams to close outstanding commercial matters efficiently and accurately.
  
  

Collaborate Across Design & Build

You will work closely with Business Development, Design, Project Management, Technical Design, MEPF, Site, Finance, suppliers, and subcontractors.

At Huynchi, QS and Procurement are not isolated support functions.

Commercial decisions influence design quality, buildability, project programme, client experience, and ultimately the success of the project.

We therefore expect you to understand the wider project context, ask questions when something is unclear, identify risks early, and help the team make informed decisions rather than simply process quotations or purchase requests.

Qualifications

You may be a strong fit for this role if you have:

• A degree in Quantity Surveying, Construction Economics, Civil Engineering, Construction Management, or a related discipline.
• Approximately 2 years or more of relevant experience in quantity surveying, estimating, procurement, or commercial management.
• Experience in office interiors, workplace, fit-out, Design & Build, or commercial interior construction is strongly preferred.
• Good understanding of BOQs, construction drawings, specifications, materials, MEPF interfaces, and interior construction methods.
• Experience obtaining quotations and working directly with suppliers and subcontractors.
• Strong numerical ability and attention to detail.
• Good Excel skills and confidence working with commercial and project data.
• Ability to read technical information and project documentation in English.
• Practical communication and negotiation skills.
• Ability to manage several priorities in a fast-moving project environment.
