Project Development Specialist

Conduct market research and review the legal framework; evaluate and develop business opportunities, as well as new service/product models in line with the Company's strategic direction, particularly in potential care services that can be developed based on the Company's existing staffing and outsourcing capabilities.

Support the development of business models, operating models, and pilot plans to assess feasibility, effectiveness, and scalability before official commercialization.

Role Description:

1. Market Research and Legal Framework

• Conduct on-site field research at hospitals (waiting areas, patient rooms, Social Work/Nursing Departments) and at households requiring home care services (e.g., elderly people and post-treatment patients); interview patients families, caregivers, and competitors operating in each service segment — not relying solely on documents and reports.
• Research customer needs, market size, competitors (domestic helpers/patient caregivers, home nursing services), and benchmark business models both domestically and internationally.
• Review the relevant legal and regulatory framework.
• Consolidate data and propose Business Case content in accordance with the Project Manager's guidance and strategic direction.
• Analyze market size, market potential, competitive advantages, risks, and the level of alignment with the project.

2. Support Business and Operating Model Design

• Support the development of product/service structures, target customer segments, Value Proposition, and service delivery methods in accordance with the direction of the Project Manager/Project Director.
• Collect and consolidate cost, pricing, and revenue data to support the development of a preliminary Financial Model.
• Coordinate in developing pricing strategies, resource requirements, cost structure, revenue projections, and preliminary financial performance assessments.

3. Develop Processes and Implementation Documentation

• Develop necessary SOPs, KPIs, SLAs, checklists, forms, and staffing standards.
• Prepare documentation required for project approval and implementation.

4. Support Pilot Implementation and Model Evaluation

• Monitor the actual implementation of the Pilot and collect customer/partner feedback as assigned.
• Consolidate operational data, costs, and service quality metrics for evaluation and reporting.
• Identify and propose key findings and emerging issues for the Project Manager/Project Director to review and make decisions.

5. Project Coordination and Partnership Development

• Coordinate with relevant departments, experts, and partners.
• Manage project timelines, tasks, risks, and project reporting.
• Research and explore the application of technology/AI to support and enhance the business model.

Job requirements:

• Minimum 1 year of experience in product/service development, market research, business development, project management, consulting, or operations.
• Candidates with experience in developing/implementing healthcare, medical care, nursing, health insurance, or HR services (staffing/outsourcing) are preferred.
• Experience in service companies, consulting firms, healthcare/medical startups, outsourcing, or BPO is preferred.
• Willingness to conduct fieldwork: comfortable with visiting hospitals, meeting partners/customers, observing and participating in on-site activities to gather first-hand information rather than relying solely on desk research.

Required skills:

• Strong research, information synthesis, and analytical skills.
• Ability to support the development of Business Cases, business models, and operating processes.
• Basic financial acumen, including cost analysis, pricing, revenue, and investment efficiency.
• Strong planning, timeline management, and multi-stakeholder coordination skills.
• Good report writing, slide preparation, and presentation skills.

Required knowledge:

• Knowledge of market research and customer needs analysis.
• Knowledge of business model and service model development.
• Knowledge of operations management, quality management, and project management.
• Understanding of process development, including SOPs, KPIs, SLAs, checklists, and documentation/form systems.
• Understanding of risk management and compliance control during service implementation.
