Job Description

Friends for International TB Relief (FIT) is a registered non-profit organization working in tuberculosis (TB) prevention and care through service delivery, research, technical assistance, and advocacy. FIT works closely with Provincial and National TB Programs and in-country partners to implement projects funded by international donors, including the US CDC, the Global Fund, Unitaid, the Stop TB Partnership, and others. FIT also collaborates with leading academic institutions, such as the Liverpool School of Tropical Medicine and Karolinska Institutet, and actively contributes to regional and global TB policy and technical forums. We are looking for a qualified, independent, experienced, and functional M&E Officer to assist with the execution of duties.

PRIMARY RESPONSIBILITIES:

  • Coordinate data collection with field teams employed directly by FIT and by local and international partners and the Government of Viet Nam.
  • Verify and clean data collected by field teams in real time (database management).
  • Update codebooks for existing electronic data collection tools as needed.
  • Produce weekly reports on program activities for each implementation site and for FIT Directors, using the ACIS mHealth system, REDCap system, and ONA data exports in MS Access and Excel.
  • Analyze program and TB treatment notification data for quarterly donor reporting.
  • Build and maintain Power BI dashboards.
  • Support the entry of private TB treatment data into government recording and reporting systems (e.g., VITIMES).
  • Develop the logic and templates for routine reports so health workers can self-direct their work.
  • Analyze data and present findings to team members to support data-driven programming.
  • Assist in training new field staff on data systems and study SOPs.
  • Facilitate operational research studies.
  • Calculate performance-based incentives. Verification and approval sit with the Senior M&E Officer.
  • Contribute to drafting the data management and incentive sections of SOPs for new projects for review and approval by the M&E Director.
  • Support the build of codebooks and data systems for new projects as they come online, under the M&E Director's review
  • Support the M&E Director to design FIT's DQA toolkit: system assessment checklist, data verification tools (recounts and cross-checks against source documents), sampling approach and report template.
  • Map data flows from source to report for each project in the handover scope, as input to the DQA system assessment.
  • Conduct DQAs on the schedule approved by the M&E Director, including verification visits to implementation sites.
  • Draft DQA reports with findings and improvement action plans, and track implementation of agreed actions.
  • Independence: the post holder does not carry out data verification for projects whose data they processed directly during the contract. The M&E Director assigns another team member to those verifications, approves the DQA methodology, and signs off on all DQA findings.
  • Other activities requested by FIT management.

REQUIRED QUALIFICATIONS:

  • Bachelor's degree or higher in public health, epidemiology, statistics, or a related field.
  • 2 years of M&E or data management experience for the Officer level; 5 years for the Senior level.
  • Working proficiency in MS Access, Excel, and Power BI.
  • Experience with electronic data collection platforms (e.g., ONA, REDCap) and data cleaning.
  • Fluent Vietnamese and professional working English.
  • Willingness to travel to implementation sites.
  • Experience conducting or supporting DQAs.
  • Experience with TB or other health program data, including VITIMES.
  • Working knowledge of Vietnam's personal data protection requirements (Law No. 91/2025/QH15).

APPLICATIONS SHOULD INCLUDE:

  • A cover letter written in English
  • An up-to-date, detailed Curriculum Vitae in English
  • At least two (02) employment references (Name, Phone Number, and Email Address)

Deadline: No later than 31 October 2026

Compensation and the final position grade will be commensurate with experience and market benchmarks. Full benefits will be included in the compensation package. All applications will be carefully considered, but only short-listed applicants will be contacted and interviewed. If you do not hear from us within 21 days of the closing date, this will mean that your application has been unsuccessful.
