Job Description
Director of Human Resources (Pre-Opening) – Sailing Club Signature Ha Long
Sailing Club Leisure Group is opening Sailing Club Signature Ha Long, a new marina-front lifestyle resort with hotel rooms, condo residences, private pool villas and signature F&B venues. Soft Opening is set for April 2027.
The ideal candidate will lead the design and build-out of the HR function from mobilisation through to opening. You will own manpower planning, recruitment, compensation & benefits, policies & compliance, and training for a mixed-use property spanning hotel, condotel, villas, F&B outlets, wellness facilities and a marina-adjacent Villa Zone club house — working closely with Group HR to align with SCLG standards.
Responsibilities
- Develop the pre-opening organisation chart and staffing guide for all departments, aligned with the approved manning budget across the 242-key property
- Lead recruitment for all pre-opening positions, including department heads and the pre-opening leadership team
- Design compensation & benefits structure benchmarked to the Ha Long / Quảng Ninh market and aligned with Group C&B guidelines
- Draft employee handbook, HR policies and SOPs compliant with the Vietnamese Labor Code
- Coordinate with Group HR on the rollout of the Group-wide HRIS platform and payroll setup
- Register the property with local labour authorities, social/health/unemployment insurance and trade union bodies
- Plan and deliver pre-opening induction, brand culture and technical training programmes
- Manage welfare arrangements; coordinate work permits, visas and relocation support for any expatriate hires
- Own and track the HR pre-opening budget and support employer branding / job fairs to build the local talent pipeline
- Transition manning into approved operating headcount and establish ongoing performance management, employee relations and succession planning processes
Qualifications
- Bachelor's degree in Human Resources Management, Business Administration or related field
- Minimum 8–10 years of progressive HR experience, including at least 3 years in a pre-opening or HR leadership role within hospitality (resort or mixed-use properties of 150+ keys preferred)
- Strong working knowledge of the Vietnamese Labor Code and statutory compliance requirements
- Prior experience implementing or migrating an HRIS platform is a strong advantage
- Fluent Vietnamese and English (written and spoken)
- Strong stakeholder management, project management discipline and ability to build culture in a greenfield team
