Deputy Project Director (Vietnamese)
Role Purpose
The Railway Power Supply Engineer is responsible for the power supply studies and engineering activities required for the Feasibility Study (FS) and Front-End Engineering Design (FEED) of the ML1 Extension. The role will define and assess the railway power supply architecture, develop the design basis and preliminary sizing, assess technical options, interfaces and risks, and provide the technical inputs required for cost, program and implementation assessments. The engineer will work closely with the wider railway systems, civil, stations, depot, trackwork, rolling stock, signaling, telecommunications, SCADA and MEP teams, with particular attention to interfaces with the existing ML1 system.
Key Responsibilities
• Define the power supply design basis and technical requirements for the ML1 Extension at FS and FEED level.
• Assess and develop the overall railway power supply architecture, including traction power, receiving substations, traction substations and auxiliary power supply.
• Assess alternative power supply concepts and provide technical comparison and recommendations considering performance, reliability, constructability, cost and future operation.
• Develop preliminary power demand and load forecasts for traction and auxiliary loads based on the proposed operating plan, rolling stock characteristics and railway systems requirements.
• Carry out or review traction power studies, including load flow, voltage drop, short-circuit, power quality and energy consumption assessments as appropriate to the FEED stage.
• Assess the required number, location and preliminary rating of receiving and traction substations and associated MV/LV distribution equipment.
• Develop the preliminary electrical distribution and redundancy philosophy for critical railway systems.
• Assess system availability, reliability, maintainability and redundancy requirements and their implications for the power supply architecture.
• Assess energy consumption, regenerative braking and energy efficiency considerations relevant to the extension.
• Define the power supply interfaces with rolling stock, traction collection system, trackwork, signaling, telecommunications, SCADA, stations, depot, OCC and MEP systems.
• Assess interfaces and compatibility requirements between the new ML1 Extension power supply system and the existing ML1 system.
• Identify constraints associated with existing infrastructure, existing substations, power sources, interfaces, operational requirements and potential expansion of the existing system.
• Coordinate with the civil and structural teams regarding substation locations, equipment rooms, cable routes, access, ventilation, fire protection and space requirements.
• Coordinate with stations and depot teams to define electrical rooms, equipment layouts, power demand, interfaces and preliminary space requirements.
• Coordinate with signaling and telecommunications teams regarding power supply, earthing, bonding, EMC, segregation and power quality requirements.
• Coordinate with rolling stock and traction system teams regarding traction power characteristics, peak demand, regenerative braking and operating scenarios.
• Review applicable international standards, Vietnamese regulations, existing ML1 requirements and Client requirements and establish the applicable design criteria.
• Prepare and review FEED-level drawings, single-line diagrams, system architecture diagrams, preliminary layouts and design documentation.
• Prepare technical specifications and preliminary equipment requirements for the power supply systems.
• Develop preliminary quantities / BOQ and technical inputs for CAPEX estimation in coordination with the cost and commercial teams.
• Provide technical inputs to OPEX, energy consumption and lifecycle cost assessments where required.
• Identify technical risks, assumptions, constraints and interfaces and maintain the power supply risk and assumptions register.
• Support the development of the implementation strategy, construction phasing and temporary arrangements where these affect the power supply system.
• Support multidisciplinary design reviews and ensure that power supply requirements are properly reflected in the overall FEED design.
• Review and comment on relevant technical reports and deliverables prepared by other disciplines, contractors, suppliers or specialist consultants.
• Support technical meetings with the Client, authorities, utilities, system suppliers and other stakeholders.
• Provide technical input to the FS/FEED reports, option assessment, cost estimate, program and project recommendations.
• Support the preparation of technical presentations and workshops to explain and defend the proposed power supply solution.

Qualifications and Experience
• Bachelor's or Master's degree in Electrical Engineering, Power Engineering, Railway Engineering or a related discipline.
• Typically 8–15 years of relevant professional experience, preferably including major metro or railway projects.
• Proven experience in railway traction power supply and/or railway electrical power systems.
• Demonstrated experience in railway power supply design, preliminary design, feasibility studies and/or FEED is highly desirable.
• Experience with traction substations, receiving substations, MV/LV distribution systems and railway auxiliary power systems.
• Good understanding of railway traction power systems and their interfaces with rolling stock, traction collection systems, trackwork, signaling, telecommunications, SCADA, stations and depot systems.
• Experience undertaking or reviewing power demand, load flow, voltage drop, short-circuit, power quality and/or energy consumption studies.
• Experience in defining system architecture, design criteria, technical specifications and preliminary equipment sizing.
• Experience with multidisciplinary railway projects and complex interfaces between existing and new infrastructure.
• Ability to produce and review FEED-level drawings, single-line diagrams, technical reports and calculations.
• Strong analytical, coordination, communication and problem-solving skills.
• Experience working with international consultants, contractors, system integrators and equipment suppliers is an advantage.
• Good command of English and fluent inVietnamese language.
