Job Description

What The Role Is

We are seeking an experienced Senior Analyst to lead and advance CSC's Learning Analytics practice in support of evidence-informed decision-making, learning effectiveness, and performance-led L&D.

The Senior Analyst serves as a senior practitioner and trusted analytical partner, working with stakeholders across College to translate learning-, capability-, and performance-related lines of inquiries into actionable insights and data-informed recommendations.

The role combines learning analytics, programmatic evaluation, applied research, stakeholder engagement, and data product development. The successful candidate strengthens CSC's understanding of how learning contributes to behavioural change, workplace application, capability development, and performance outcomes across the Public Service.

This is an applied analytics role that requires balancing the rigour of a researcher with the pragmatism of a consultant. Beyond producing robust analyses, the Senior Analyst is expected to derive meaningful implications from evidence, articulate the so what, and translate findings into practical actions that improve learning and performance-led outcomes.

The role will also contribute to the adoption of AI-enabled approaches within Learning Analytics and programme evaluation, enabling CSC to continuously improve how it measures, understands, and strengthens learning and organisational performance.

What You Will Be Working On

  • Lead Learning Analytics projects from problem framing and evaluation design through to analysis, interpretation, recommendations, and implementation.
  • Partner stakeholders to shape meaningful lines of inquiry, challenge assumptions, and translate learning-, capability-, and performance-related questions into appropriate analytical and evaluation approaches.
  • Design and conduct rigorous quantitative, qualitative, and mixed-method studies to evaluate learning effectiveness, learning transfer, workplace application, behavioural change, capability development, and performance-led outcomes.
  • Develop robust measures, meaningful indicators, and rigorous evaluation frameworks that support CSC's shift towards performance-led L&D and strengthen evidence-informed decision-making.
  • Analyse structured and unstructured data using appropriate methodologies, including psychometrics, multi-level modelling, causal analysis, text analytics, and related analytical approaches.
  • Translate complex analytical and evaluation findings into compelling narratives, actionable recommendations, and clear decision points for technical and non-technical stakeholders.
  • Develop and maintain scalable analytical frameworks, methodologies, and data products (e.g. RShiny applications, Tableau dashboards, natural language interfaces) that strengthen CSC's learning intelligence capabilities.
  • Explore and apply AI-enabled approaches (including automation, natural language processing, and large language models), to enhance analytical productivity and generate deeper insights into learning and performance outcomes.
  • Serve as a subject matter expert in Learning Analytics and programme evaluation, contributing methodological expertise, thought leadership, and guidance to analytical initiatives across College.
  • Represent CSC at local and international conferences, seminars, and professional forums by presenting analytical studies, programme evaluation findings, methodologies, and innovations in Learning Analytics and performance-led L&D.

  • Demonstrated ability to lead analytical or evaluation projects from problem framing through to recommendation development and implementation.
  • Strong ability to bridge analytical rigour and practical application, translating evidence into actionable insights that drive meaningful decisions and outcomes.
