Overview:
The job-holder is responsible for managing, maintaining, and reviewing credit policies for Personal Financial Services (PFS) and Business & Commercial Banking (BCB) in alignment with the State Bank of Vietnam (SBV) regulations, Group policies, and the bank overall risk appetite.
Key focus areas include managing real estate project empanelment, monitoring portfolio soundness, delivering deep-dive asset reports, leading risk-related system implementations, and engaging with internal/external stakeholders and auditors to ensure robust credit governance.
Responsibilities
BCB & PFS Credit Policies & SOPs
- Policy Management: Oversee all credit policies regarding annual reviews and policy revisions, ensuring full alignment with appropriate approval authorities.
- Regulatory Alignment: Propose credit frameworks and guidance to meet evolving State Bank of Vietnam's regulations.
- Operational Alignment: Play the role of second line of Defence to provide risk commentary on credit guidance or Standard Operating Procedures (SOPs) proposed by other departments to ensure they match the bank risk appetite.
- Communication & Consultation: Cascade approved policies to relevant teams; provide ongoing clarity and credit risk consultations for daily credit operations.
Real Estate Empanelment Projects (EF)
- Business Collaboration: Partner closely with the PFS Business team to deliver the business plan for new project onboarding, annual reviews, and ad-hoc project evaluations.
- Credit EF Papers: Prepare comprehensive credit papers to obtain final approval authority and clearly communicate downstream approval conditions to relevant executing teams.
- Market & Project Monitoring: Actively track limit utilization, project conditions, construction/development progress, Land-Use-Right Certificate issuance timelines, and broader real estate market trends.
Valuation Company's Quality Service Management
- Contract Ownership: Act as the primary contract owner for external Valuation Companies (Valuers) to ensure strict adherence to the bank's principles and quality service standards.
- System Management: Oversee and manage the valuation assignment system to ensure smooth operation and clear guidance throughout the credit process.
- Quality Assurance: Conduct peer-to-peer reviews to monitor, evaluate, and benchmark the service quality provided across different valuers.
- Dispute Resolution: Provide risk-focused consultation and direct involvement when collateral issues or property valuation disputes arise from the credit/operation team.
Independent Credit Review
- Lead the country-level Independent Credit Review exercise for the bank's entire credit portfolio.
- Present independent review results and findings directly to Management, proactively identifying credit gaps and suggesting risk-mitigation enhancements for consideration.
Portfolio Management & Credit Governance
- Asset Performance: Monitor credit portfolio health and booking trends, updating Senior Management on emerging market risks.
- Reporting: Prepare routine, ad-hoc, and deep-dive credit portfolio reports for the Risk Manager and Senior Management.
- Project Lead: Actively lead credit risk-initiated projects either newly or enhancement to meet strict timelines.
- Participate in the Internal Capital Adequacy Assessment Process (ICAAP) project regarding credit risk matters.
- Manage internal and external relationships with auditors and key stakeholders for credit lending issues.
- Other tasks as required by Risk Manager/Senior Management.
Skills & Experience We Are Looking For
- University degree and/or professional qualification in Banking or relevant major.
- Minimum of 5–7 years of progressive experience in the Banking or Financial Services
- sector, with a strong focus on Credit Risk Management, Credit Underwriting, or Credit Audit/Review.
- Proven expertise in credit portfolio management and delivering comprehensive, deep-dive analytical reports. Practical experience in conducting stress testing is highly advantageous.
- Deep, thorough understanding of banking regulations, with specific expertise in credit- related regulatory frameworks and compliance mandates (e.g., SBV circulars).
- Advanced data analytics capabilities with expert proficiency in MS Excel. Hands-on experience with statistical and data visualization tools (such as Power BI and SQL) is a distinct asset.
- Solid background or experience in real estate market research and property analysis is considered a strong plus.
- Executive Presentation: Exceptional English command with the corporate presence to confidently present strategic risk findings to Senior Management.
- Stakeholder Management: Strong team player with the independent capability to manage, negotiate, and drive alignment across internal and external stakeholders.
- Interpersonal Excellence: Outstanding communication skills to collaborate effectively within a diverse, cross-cultural, and matrixed environment.
- Critical Thinking: Advanced analytical and problem-solving skills to sharply identify portfolio gaps and engineer robust risk-mitigation solutions.
