We are looking for an experienced HR Business Partner Manager to partner closely with assigned Business Units and deliver effective people solutions aligned with business priorities.
This role will provide strategic and operational HR advisory across organizational development, workforce planning, performance management, talent development, employee movements, salary reviews, labor relations, disciplinary matters, and employee engagement initiatives.
The ideal candidate is a business-oriented HR professional with strong stakeholder management skills, sound knowledge of labor regulations, and the ability to translate business needs into practical HR solutions.
KEY RESPONSIBILITIES
1. Organizational Development & Workforce Planning
- Develop a strong understanding of the assigned Business Unit's strategy, operating model, and workforce needs to provide relevant HR recommendations.
- Build annual workforce plans and HR budget proposals in alignment with business priorities.
- Monitor monthly headcount and personnel costs to ensure effective resource allocation and budget control.
- Review and update organizational structures, departmental functions, job scopes, and job descriptions.
- Partner with the Talent Acquisition team to deliver recruitment plans and ensure timely hiring for business-critical positions.
- Conduct job evaluation and analyze HR data to support organizational and people-related decisions.
2. Performance Management
- Coordinate the annual KPI-setting process and advise managers on establishing clear, measurable, and business-relevant objectives.
- Monitor the implementation of quarterly and annual performance management cycles.
- Provide guidance to line managers throughout the performance review process.
- Analyze performance results and recommend appropriate follow-up actions.
3. Talent Management & Development
- Identify and assess high-potential employees in collaboration with business leaders.
- Support talent review discussions, succession planning, and employee development initiatives.
- Analyze training needs and partner with the Learning & Development team to implement relevant development programs.
4. Compensation Review, Employee Movements & Labor Relations
- Advise business leaders on employee assessments, salary reviews, promotions, appointments, and other personnel movements.
- Provide HR consultation on employee-related matters and support the resolution of workplace issues.
- Manage disciplinary cases and employee relations matters in compliance with internal policies and applicable labor regulations.
- Ensure HR decisions are fair, consistent, and aligned with both business requirements and company standards.
5. Employee Engagement & Other HR Initiatives
- Implement employee engagement programs in accordance with the company's annual plan.
- Support internal HR projects and initiatives as assigned.
- Perform other responsibilities related to the role upon request from the direct manager.
REQUIREMENTS
Education
- Bachelor's degree in Human Resources Management, Business Administration, Economics, English Studies, Office Administration, or a related field.
- Knowledge of the media, advertising, or technology industry is an advantage.
Experience
- At least 6 years of experience in Human Resources.
- At least 2 years of experience in an HR Business Partner role or an equivalent managerial position.
Technical Knowledge
- Solid understanding of performance management frameworks and KPI development.
- Good knowledge of labor laws and relevant employment regulations.
- Experience in workforce planning, headcount control, talent management, employee relations, and organizational development.
- Strong HR data analysis skills with the ability to translate insights into practical recommendations.
