Position Summary

The Director, Treasury & Working Capital will establish and lead the global Treasury function for RemainCo from Singapore. Reporting to the Chief Financial Officer, this individual will be responsible for liquidity management, cash forecasting, banking, debt and covenant management, foreign exchange risk, treasury operations, working capital improvement, and treasury-related controls.

This is a hands-on leadership role requiring both strategic judgment and strong execution capabilities. The successful candidate will build the Treasury operating model, policies, processes, systems, and controls needed to support RemainCo as a standalone global company and prepare the organization for the requirements of operating as a public company.

The Director will partner closely with Accounting, FP&A, Tax, Legal, Sales, Procurement, regional Finance teams, and other business leaders to improve cash visibility, strengthen financial discipline, optimize working capital, and maintain appropriate levels of liquidity.

Key Responsibilities

Liquidity Management and Cash Forecasting

  • Lead global liquidity management for RemainCo, including short-term cash positioning, liquidity planning, and funding requirements.
  • Own and continuously improve the 13-week cash flow forecast, the monthly cash forecast, and longer-term liquidity projections.
  • Establish clear forecasting responsibilities, timelines, assumptions, and review processes across corporate and regional Finance teams.
  • Monitor forecast accuracy, identify material variances, and work with business partners to improve the reliability of cash flow forecasts.
  • Develop concise and decision-useful liquidity reporting for the CFO, executive leadership, and, where appropriate, the Board and Audit Committee.
  • Maintain appropriate minimum liquidity levels and develop contingency funding plans to address potential downside scenarios.
  • Identify trapped, restricted, or operationally inaccessible cash and coordinate with Tax, Legal, and regional Finance teams to determine appropriate actions.

Working Capital Optimization

  • Lead cross-functional initiatives to improve working capital and cash conversion.
  • Partner with Sales, Deal Desk, Billing, Collections, Procurement, and Finance to improve customer payment terms, billing timeliness, collections, and supplier payment practices.
  • Establish regular reporting for days sales outstanding, overdue receivables, collections performance, payment terms, and other relevant working capital measures.
  • Evaluate the cash flow implications of significant customer contracts, non-standard payment terms, and major commercial arrangements.
  • Support the development of customer and supplier financing solutions where commercially appropriate.
  • Identify the primary drivers of working capital performance and establish accountable, measurable improvement plans with business owners.

Global Banking and Treasury Operations

  • Manage RemainCo's global banking relationships and serve as the primary point of contact for relationship banks.
  • Evaluate and rationalize bank accounts, banking partners, payment methods, and service arrangements across jurisdictions.
  • Establish and maintain a global bank account inventory, including account purposes, authorized signatories, banking services, and access rights.
  • Oversee bank account openings, closures, signatory changes, and periodic access reviews.
  • Optimize banking fees, service levels, payment capabilities, and the use of available bank products.
  • Establish consistent global standards for cash positioning, fund transfers, bank administration, and treasury reporting.
  • Ensure that Treasury processes support the operational requirements of each region while maintaining effective central governance.

Debt, Funding and Capital Structure

  • Oversee existing debt facilities, including interest payments, covenant monitoring, reporting obligations, and compliance requirements.
  • Maintain a forward-looking view of liquidity and funding requirements and advise the CFO on appropriate financing alternatives.
  • Support the evaluation, negotiation, and implementation of revolving credit facilities, working capital facilities, and other financing arrangements.
  • Prepare covenant forecasts and identify potential compliance risks sufficiently in advance to allow management action.
  • Analyze borrowing costs, funding alternatives, maturity profiles, and available liquidity.
  • Support capital structure decisions and other financing initiatives as required.

Foreign Exchange and Financial Risk Management

  • Identify, quantify, and monitor RemainCo's foreign currency exposures.
  • Develop and maintain an appropriate foreign exchange risk management framework that reflects the company's actual exposures and risk tolerance.
  • Recommend practical mitigation strategies, including operational measures and hedging where economically justified.
  • Monitor interest rate, counterparty, concentration, and liquidity risks.
  • Establish counterparty exposure limits and periodically assess the financial strength and service performance of banking partners.
  • Prepare clear reporting on material treasury risks and recommended management actions.

Treasury Technology and Reporting

  • Develop the Treasury technology roadmap, including the evaluation of treasury management systems, bank connectivity, cash reporting tools, and ERP integration.
  • Improve the timeliness, completeness, and accuracy of global cash data.
  • Automate cash positioning, forecasting, bank reporting, and treasury management activities where practical.
  • Partner with Finance Systems, Accounting, and technology teams to integrate Treasury requirements into the company's broader real-time reporting strategy.
  • Establish dashboards covering global cash balances, liquidity, forecast accuracy, debt, covenants, foreign exchange exposure, working capital, and banking activity.
  • Maintain appropriate controls over treasury systems, bank portals, interfaces, user access, and electronic payment capabilities.

Treasury Governance, Policies and Controls

  • Develop and maintain Treasury policies covering liquidity, investments, debt, foreign exchange, banking, payments, authorized signatories, and counterparty risk.
  • Own the Treasury control environment, including treasury-related SOX controls as the company prepares for public-company requirements.
  • Establish appropriate segregation of duties across payment initiation, approval, execution, accounting, and reconciliation activities.
  • Implement controls over bank account administration, user access, payment authorization, fund transfers, debt compliance, and treasury reporting.
  • Partner with Accounting to ensure timely and accurate bank reconciliations and the appropriate accounting treatment of debt, interest, foreign exchange, restricted cash, and other treasury activities.
  • Support internal and external audits and ensure that identified control deficiencies are remediated promptly.
  • Maintain clear process documentation, approval matrices, and evidence-retention requirements.

Standalone Company and IPO Readiness

  • Establish the Treasury operating model required for RemainCo to function independently following the China spin-off.
  • Support the separation of bank accounts, banking services, funding arrangements, system access, policies, and treasury processes from China.
  • Ensure that RemainCo has adequate liquidity, banking capacity, controls, data, and operational continuity through and after the separation.
  • Partner with Accounting, Legal, Tax, FP&A, and external advisors on IPO-readiness activities relevant to Treasury.
  • Support financial statement disclosures and technical accounting matters involving cash, restricted cash, debt, interest, foreign exchange, liquidity, and other Treasury areas.
  • Develop public-company-ready reporting and governance processes for liquidity, debt, financial risk, and treasury controls.

Leadership and Business Partnership

  • Build and develop a lean, capable Treasury team in Singapore.
  • Define clear roles, responsibilities, service levels, and performance expectations for the Treasury function.
  • Recruit, coach, and develop Treasury team members as the company's requirements evolve.
  • Provide practical Treasury guidance to regional Finance teams and business leaders.
  • Promote disciplined cash management and working capital accountability across the organization.
  • Serve as a trusted advisor to the CFO and senior leadership on liquidity, funding, financial risk, and cash flow matters.

Candidate Profile

Experience

  • Significant progressive experience in corporate Treasury, including responsibility for liquidity management, cash forecasting, banking, debt, and financial risk.
  • Experience establishing or transforming a Treasury function, regional treasury center, or standalone company Treasury operating model.
  • Demonstrated experience managing global or multi-jurisdictional Treasury activities.
  • Strong working knowledge of cash forecasting, bank account administration, debt facilities, covenant compliance, foreign exchange exposure, and Treasury controls.
  • Experience supporting working capital improvement initiatives across multiple functions.
  • Experience with Treasury systems, bank connectivity, ERP environments, and reporting automation.
  • Public-company, IPO-readiness, SOX, or other regulated reporting experience is strongly preferred.
  • Experience supporting a corporate separation, spin-off, carve-out, or similar transformation would be advantageous.
  • Experience operating in Singapore and across international markets is preferred.

Education and Qualifications

  • Bachelor's degree in Finance, Accounting, Economics, Business, or a related discipline.
  • A recognized Treasury, Accounting, or Finance qualification is preferred.
  • Strong knowledge of corporate finance, liquidity management, internal controls, and financial risk management.

Initial Priorities

During the initial phase, the Director will be expected to:

  1. Establish the target Treasury operating model for RemainCo.
  2. Complete the transition of relevant Treasury activities from Shanghai to Singapore.
  3. Ensure that RemainCo's bank accounts, access rights, signatories, banking services, and funding arrangements are operationally independent from China.
  4. Implement a reliable 13-week cash forecasting process with defined ownership and forecast-accuracy reporting.
  5. Establish a global daily or periodic cash visibility process appropriate to the company's needs.
  6. Rationalize RemainCo's bank accounts and banking relationships.
  7. Develop Treasury policies, procedures, approval authorities, and key controls.
  8. Implement treasury-related SOX controls and supporting documentation.
  9. Establish debt and covenant monitoring processes.
  10. Develop a working capital improvement plan focused on collections, customer payment terms, billing discipline, and cash conversion.
  11. Define the Treasury technology and automation roadmap.
  12. Implement regular liquidity and Treasury reporting for the CFO and executive leadership.
