The Workforce Partnership & Governance Lead is responsible for leading workforce campaign execution, developing partnership networks, ensuring internal and external compliance, and managing external relations on labor-facing matters. This role plays a critical part in strengthening operational governance, driving stakeholder collaboration, and supporting sustainable workforce initiatives.

1. Workforce Campaign Execution

  • Lead the end-to-end execution of workforce campaigns to support activation, retention, or other labor related operational priorities.
  • Coordinate cross-functional stakeholders to ensure campaign readiness and smooth execution.
  • Track campaign performance, identify gaps, and drive follow-up actions to improve effectiveness and efficiency.
  • Monitor campaign risks, operational issues, and field feedback, and propose timely corrective actions.
  • Consolidate post-campaign insights and recommendations to improve future workforce initiatives.
  • Support the development of standard processes, playbooks, and reporting frameworks for partnership and campaign management.

2. Partnership Network Development

  • Build, expand, and manage a network of external partners that can support workforce retention and labor related initiatives.
  • Establish collaboration models, engagement plans, and operating mechanisms with partners.
  • Identify potential partnership opportunities and evaluate partner capability, reach, and fit with business needs.
  • Maintain strong and sustainable relationships with key partners to ensure ongoing support and responsiveness.
  • Drive partner performance tracking and partnership effectiveness reviews.
  • Explore new channels and partnership models to strengthen workforce pipeline and campaign reach.
  • Other tasks that assigned by management team

3. Workforce compliance and Governance

  • Develop and implement governance frameworks, policies, and control mechanisms to ensure workforce compliance with company rules and operational standards.
  • Design and maintain disciplinary frameworks, including reward and penalty mechanisms, to promote employee compliance and manage violations appropriately.
  • Define violation categories, treatment principles, and escalation processes for workforce-related misconduct or non-compliance.
  • Partner with relevant teams to investigate, review, and resolve employee violation cases in a fair, consistent, and well-documented manner.
  • Monitor compliance trends, root causes of repeated violations, and control effectiveness, then recommend preventive actions and policy improvements.
  • Manage external relations on labor-facing topics, including coordination with relevant external stakeholders and authorities where needed
  • Drive governance, risk monitoring, and cross-functional alignment across workforce-related workstreams

Requirements:

  • 3 - 5+ Experience in partnership management, business development, operations, HR, or related fields.
  • Strong project management and stakeholder management skills.
  • Ability to manage multiple campaigns or initiatives in a fast-paced environment.
  • Strong analytical thinking with the ability to turn data and field insights into actions.
  • Structured, proactive, and able to influence stakeholders both in English and Vietnamese
  • Excellent communication, coordination, and relationship-building skills.
  • Comfortable traveling is a plus
