COP established its Vietnam presence in 2019 with just 2 employees. Today, our Hanoi office is home to around 30 staff members working in close collaboration with CIPs associated companies.
The Role
We are looking for a
Senior Project Development Manager to lead the development of COPs offshore wind projects in Vietnam. This is a senior-level role based in our Hanoi office, suited for a professional with
strong local market knowledge and fluency in Vietnamese alongside good spoken, read and written English, along with a proven track record in infrastructure or energy project development.
Reporting to the Vietnam Country CEO, you will work across internal teams and with external stakeholders to manage permitting, regulatory, stakeholder engagement, and early-stage project development tasks. You will also collaborate with regional and global leadership to ensure alignment with COPs development strategy.
Your Key Responsibilities Will Include
- Lead the overall development strategy and execution of offshore wind projects in Vietnam.
- Lead an internal development team aligning across technical, legal, stakeholder, and commercial functions.
- Work individually as COP (commissioned under CIP) or in partner joint ventures to deliver offshore wind project(s) through early site identification and assessment through to late-stage development and firmly into a mature position to be handed over into the execution team.
- Manage permitting and regulatory processes in close coordination with authorities, legal advisors, and consultants. This includes coordinating the preparation of Environmental Impact Assessments and other technical, commercial and legal documentation submissions required for permits and approvals. These will include Environmental and Social Impact Assessments (to both national and international standards), feasibility studies, project concepts, procurement plans, route to market analysis and others.
- Oversee development-related inputs into project business case, grid strategy, and development budget (DEVEX) alongside the PMO Manager.
- Mature a development schedule and deliver key milestones in a timely manner seeking to reduce risk, reduce costs and improve deliverability of a quality project that can be executed on time and in budget.
- Have the ability to work transparently and in a coordinated fashion in an integrated project team.
- Ensure compliance with local and international standards, including Vietnamese environmental, maritime, and energy regulations throughout the development phase
- Overseeing and delivering input into the grid connection strategy and early-stage construction port identification and upgrades to support offshore wind deployment.
- Support the Government Relations and Legal teams by monitoring and adapting to changes in policy, regulations, or market dynamics affecting project development.
- Engage and manage relationships with national and provincial government agencies, including MOIT, MOAE, and EVN in close collaboration with the projects Government Affairs team.
- Work with the local supply chain to identify suitably qualified contractors to support the project by engaging with potential suppliers for opportunities required during execution.
- Provide clear and consistent project reporting to senior management and other key stakeholders.
- Function within the core project management team as part of the central project management and execution forum.
- Report to the Market CEO and align development strategy and risk alongside managing overall schedule and budget.
Your Experience
- 8+ years of experience in energy infrastructure, offshore wind, renewables, or related sectors in Vietnam.
- Bachelors or Masters degree in engineering, environmental science, business, energy, or related field.
- Demonstrated leadership in complex project development, including permitting, environmental assessments, and stakeholder engagement.
- Strong understanding of Vietnamese renewable energy industry and requirements to develop projects including key milestones such as pre-FS, surveys, FS and site selection and cable touting.
- Good experience of regulatory and permitting frameworks for large-scale infrastructure or energy projects.
- Experience coordinating with national and local government authorities, consultants, and external stakeholders.
- Proven ability to manage project risks, timelines, and budgets.
- Fluent in Vietnamese with strong English speaking and writing skills.
- Being able to work in a positive, open and interactive environment, where there is a strong focus on team progress and team development.
- A proactive, structured, and collaborative working style with excellent interpersonal and communication skills. Having the capability to manage and mentor a team, delegating tasks and ensuring these can be delivered on time and to budget.
