1. Job Responsibilities
Recruitment for Outsourced Workforce
- Receive and analyze recruitment requests from the Manpower Department Manager and clients for each specific project.
- Develop and implement mass recruitment campaigns to meet project timelines and client quality expectations.
- Organize and directly conduct candidate screening and interviews based on the requirements of each position especially technical experts and engineers in the oil & gas industry.
- Negotiate and finalize salary and benefit packages with candidates, ensuring alignment with the approved project budget and client-specific policies.
- Proactively propose candidate replacements or adjustments to labor cost plans when necessary, to optimize the financial performance of service contracts.
- Build, update, and manage a candidate database; expand the recruitment network through online platforms, recruitment partners, and freelance recruiters.
- Prepare regular and ad-hoc recruitment reports for the Department Manager and the Board of Directors.
- Coordinate with relevant departments to handle issues arising during the onboarding and deployment of outsourced employees (e.g., replacements, resignations, no-shows).
- Participate in developing and improving recruitment procedures, templates, guidelines, and policies tailored for the labor outsourcing segment.
2. Job Requirements
- Well-groomed appearance, energetic, and professional demeanor.
- College or university degree in Human Resources, Business Administration, Law, Finance, or related fields.
- Minimum of 2 years of recruitment experience; preference given to candidates with experience in outsourced staffing, especially in the oil & gas, energy, or heavy industry sectors.
- Solid understanding of labor regulations and labor outsourcing service frameworks.
- Strong interpersonal and negotiation skills, particularly in salary discussions with workers under project budget constraints.
- High level of responsibility, a growth mindset, and the ability to work independently under pressure.
- English communication skills are an advantage, especially for coordinating with foreign experts or international clients.
