Job Description

General Duties

  • Responsible for preparing, evaluating, negotiating and execute a wide variety of different procurement and contracts covering early investment due diligence studies to construction services contracts, up to close-out and conduct supplier performance review upon contract closure.
  • Maintain supplier database and continuously identify suitable new suppliers.
  • Manage and revalidate supplier prequalification and registration in Sembcorp system.
  • Communicate and present supplier information to internal stakeholders for compliance review, including ensuring all contract-related matters are informed timely for making informed decisions.
  • Pre and post procurement and contract management, including preparation and calling of the tender, issue tender addendums, receive bids, manage tender queries, tender evaluation, negotiation, award recommendation and post contract administration on payments and change management.
  • Monitor purchase orders and contracts, update and execute legal agreements, and manage up to close-out, extension or renewal according to Market requirements.
  • Create and maintain professional relationships with suppliers and serve as a single point of contact for the projects.
  • Resolve contractual disputes and issues that may arise with internal and external parties and to ensure disputes are resolved amicably.
  • To support the review of cost assumptions for new projects implementation.
  • To help and guidance to other departments on procurement and contracting activities and to monitor for compliance with the Group's procurement policies and procedures.
  • To handle enlarged role of supporting Risk Management in screening, strengthening contracts & procurement practices and SOPs for joint-venture projects.
  • To review project's Procurement and Contracts Management Policies and Processes to ensure compliance with the Group's policies.
  • To review and update project procurement and contracting strategies and monitor its execution.
  • To oversee and execute project's procurement and contracts management works.
  • To review independently on the procurement and contract management process i.e. review SOP for check-and-balance mechanism, key contract services packages for projects etc.

Pre- Contract

  • Ascertain owner's/client's requirements, participate in project feasibility studies and advise project team.
  • Formulate procurement and contracting strategies and plans for the projects in Vietnam and SEA.
  • Carry out procurement of consultancy services and construction related contracts in compliance with group policies and procedures, including but not limited to preparation of RFP/ tender/ contract documentation, technical and commercial assessment, and evaluation, etc., and to make recommendations for award of contracts.
  • Carry out the complete RFP/ tender process, include technical and commercial evaluation, and to make recommendation for award of contract.
  • Manage deviation / assumption / exception list during tender submission.
  • Prepare and consolidate Contract Documents up to the execution of the contracts.
  • Manage risk and control cost for the project.

Post Contract

  • Liaise with owners, consultants & contractors, and support project management team.
  • Carry out contracts administration services including managing progress payments, variation/ EOT claims, contractual claims, etc. up to closure of final accounts and release of retention sum upon expiry of DLP.
  • Control and ensure that project is completed within approved budget.
  • Liaison and negotiation with main contractors, sub-contractors, and suppliers.
  • Evaluate and certify monthly progress payments.
  • Review invoices and liaise with Finance for payments.
  • Manage Change Management issue instructions to change and finalize the variations.
  • Ensure Project closeout is completed.
  • Conduct Supplier Performance Evaluation

Requirements

  • Degree in Quantity Surveying, Engineering, Construction Management, Real Estate or relevant field of study.
  • Minimum of 8 years contract management experience, preferably in Real Estate and Construction industry, in similar capacity.
  • Extensive experience in contract formulation on various types of procurement, good construction knowledge, familiar with construction law, and legal requirements.
  • Familiar with Contract, Law, and local legal requirement and good Contractual and Pricing working knowledge in Vietnam.
  • Professional qualification from recognized Quantity Surveying professional bodies would be advantageous.
  • Able to communicate ideas effectively, confident with strong attitude to successfully negotiate and execute contracts.
  • Good organizational, interpersonal and communication skills, a strong negotiator.
  • Strong understanding of procurement systems and experience working with ERP or procurement platforms.
  • Analytical mindset with a focus on continuous process improvement.
  • Ability to work collaboratively in a team-oriented environment while managing multiple stakeholders.
  • Strong attention to detail and commitment to quality
  • Strong commercial argument to evaluate and conclude bids.
  • Ability to thrive in a fast-paced and dynamic environment.
  • Ability to handle confidential information with discretion and integrity.
  • Willing to travel and be out stationed.
  • Proficient in spoken and written English.
