Manager, Infrastructure Development – Facility Readiness

We are looking for a Manager - Infrastructure Development (Facility Readiness) to lead delivering and managing SPX Express's full network of facilities across Vietnam. This role is accountable for team leadership, infrastructure market strategy, facility acquisition governance, and cross-functional alignment with regional stakeholders. This role is ideal for someone who leads with strategic clarity, stays ahead of Vietnam's evolving infrastructure landscape - including green energy and smart facilities - and builds the organizational capability to deliver infrastructure at scale.

• Lead, manage, and develop a team infrastructure professionals covering facility readiness, site selection, Buit-To-Suit (BTS) or Ready-Built (RB) project management, and regional operations across Vietnam.
• Maintain a continuously updated intelligence map of Vietnam's logistics infrastructure landscape, covering industrial zone developments, expressway and intermodal corridor expansions, and provincial infrastructure masterplans.
• Own the end-to-end site selection framework and governance process for new Hubs, Sorting Centers, and BTS facilities define evaluation criteria, feasibility thresholds, and approval workflows.
• Lead strategic location assessments integrating network demand modeling, land bank constraints, labor rate, transportation cost & leadtime evaluation and infrastructure development pipeline.
• Build and maintain strategic relationships with property developers, industrial park operators and facility landlords to secure priority site access and favorable commercial terms across key logistics corridors.
• Evaluate facility investment proposals through structured cost-benefit analysis prepare and present data-driven business cases to senior leadership and regional stakeholders for approval.
• Lead alignment sessions with regional leads on facility requirements, capacity planning inputs, and infrastructure readiness timelines govern specification change management across all active projects.
• Collaborate with Ops Planning and Network Design teams to ensure facility strategies are integrated with broader network optimization and last-mile delivery objectives.
• Manage and submit CAPEX investment for long-term SPX infrastructure development.

• Bachelor's degree or above in Supply Chain, Real Estate, Engineering, Urban Planning, or a related industry
• Minimum 5-7 years of professional experience in infrastructure development, facility strategy, property management, or logistics network planning - with at least 2 years managing a team.
• Proven track record of leading and developing high-performing teams in a fast-paced, multi-site operational environment.
• Deep understanding of Vietnam's real estate and industrial infrastructure market, including key development corridors, provincial industrial zones, and regulatory land-use frameworks.
• Structured thinker with strong analytical skills able to synthesize market data, operational inputs, and financial parameters into clear strategic recommendations.
• Excellent communication and executive-level stakeholder management in both English and Vietnamese.
• High adaptability and resilience comfortable operating in a fast-scaling, high-ambiguity environment.
• Exposure to smart warehouse technologies, or sustainable logistics infrastructure initiatives.
• Existing network of relationships with major industrial developers or logistics real estate operators in Vietnam.
• Experience working with regional or global infrastructure teams in an e-commerce, express logistics, or 3PL environment.
• PMP or equivalent professional certification is an advantage.
