ABOUT THE ROLE
DHL Global Forwarding Vietnam (DGF Vietnam) is hiring a Customs Advisory & AI Transformation Manager to support a high-profile transformation project for one of our strategic accounts - a leading multinational manufacturer of microprocessors and chipsets, with major assembly and test operations in Saigon Hi-Tech Park.
This is a combining two streams of work: approximately 60% of time supporting an AI-enabled customs process automation Proof-of-Concept (POC), and approximately 40% acting as subject matter expert to the client's daily Vietnam customs compliance operations.
We are looking for someone who knows Vietnam customs in depth - particularly the Authorized Economic Operator (AEO) and Export-Processing-Enterprise (EPE) environment - can speak credibly to complex classification and regulatory questions, and is genuinely interested in how AI is changing the way customs work gets done. The role is independent in nature, with management oversight and mentoring support from DGF Vietnam's Senior Customs team.

KEY RESPONSIBILITIES
A. AI Process Automation POC Support (60% of resource time):
Process Discovery and Mapping:
. Document end-to-end import and export declaration flows, including VNACCS touchpoints from pre-alert to post-clearance
. Identify decision points, exceptions, variance resolution paths, rework loops, and compliance controls
. Participate in project team meetings and work side-by-side with the technical development team to provide business requirements, data, and documentation
. Produce field-marking files and process maps, including variance triggers and human-in-the-loop resolution points
Data, Documents and Rules Capture:
. Provide sample, sanitized declaration packets - commercial invoices, packing lists, BL/AWB, Certificates of Origin, HS determinations, permits, licenses, e-manifest elements
. Define data dictionaries: field-level definitions, source systems, mandatory and optional fields, format rules, data quality criteria
. Document business rules: 3-way matching for pre-declaration data accuracy, HS classification logic, valuation methods, origin rules, and EPE-specific declaration rules
Validation and Annotation:
. Validate training datasets for completeness and labeling accuracy
. Annotate exceptions (e.g., HS reclassification, revaluation, a dditional document requests)
. Redline rule gaps or contradictions for the project team to resolve
User Acceptance Testing (UAT):
. Define UAT scenarios and acceptance criteria aligned to Vietnam customs regulatory and operational requirements, as well as client-specific business scenarios
. Execute UAT on prototypes log defects and help triage and prioritize remediation
Change Impact and Readiness:
. Identify control changes required for AI deployment - segregation of duties, maker-checker, audit trails
. Contribute to Standard Operating Procedure (SOP) updates, quick reference guides, and training materials
B. SME Support to Daily Customs Compliance Operations (40% of resource time):
Technical Advisory:
. Interpret and advise on Vietnam Customs Law, Decrees, Circulars, Official Letters, and General Department of Vietnam Customs rulings, with particular focus on the client's AEO and EPE business model, including external EPE warehouses operations
. Support the client's Trade team in driving process changes arising from recent regulatory developments, including Decree 167/2025/ND-CP and Circular 121/2025/TT-BTC
. Act as second-level escalation for complex operational issues, including direct engagement with local Customs authorities (Saigon Hi-Tech Park Customs) where needed
Compliance Monitoring:
. Track and summarize relevant regulatory updates assess impact on POC logic and day-to-day processes
. Maintain a rule change log and recommend timely updates to the rules catalog and SOPs
. Conduct customs compliance self-audits on request
Issue Handling:
. Monitor and conduct post-mortem reviews of process changes implemented through taskforces
. Identify operational bottlenecks and propose Corrective And Preventive Actions (CAPA)
JOB REQUIREMENTS
Experience and Education:
. Bachelor's degree in International Trade, Customs, Logistics, Law, or related field
. Minimum 5 years of experience in Vietnam customs brokerage or in-house customs compliance, at senior broker or customs manager level
. Direct experience supporting electronics or semiconductor multinationals at Saigon Hi-Tech Park (SHTP) is highly advantageous
. Good English in both writing and verbal communication - the role involves reading regulatory texts and writing advisory notes in English
Essential Knowledge and Skills:
. Strong, deep knowledge of customs operations for large-scale electronics/ tech multinationals operating under the AEO and EPE regime in Vietnam, including external EPE warehouses
. Proven expertise with VNACCS import and export declaration processes and customs compliance requirements for AEO EPEs
. Familiarity with recent regulatory developments affecting EPE and customs operations, such as Decree 167/2025/ND-CP and Circular 121/2025/TT-BTC
. Advanced HS classification capability, especially for electronic and chipset-related goods
. Solid grasp of customs valuation, Certificate of Origin (C/O) procedures, and FTA application
. Familiarity with trade compliance controls, audit readiness, and SOP development
. Comfortable with data validation, structured documentation, and UAT participation
