Location: Hanoi or Ho Chi Minh City (Hanoi preferred for proximity to government stakeholders)

Role Overview

We are seeking a high-impact Vietnam DPPA Execution Lead to spearhead our efforts in Vietnam's energy market. Your primary mission is to navigate the newly established regulatory frameworks (Decree 80/2024/ND-CP and Decree 57/2025/ND-CP) to facilitate and execute 800+ GWh of renewable energy into Direct Power Purchase Agreements for our global clients and their manufacturing partners.

This is not a generalist sustainability role. We need a seasoned energy professional with boots on the ground experience within a renewable energy developer, energy retailer, or utility. You must possess a deep rolodex of local government and grid officials and have the technical confidence to structure deals in both the Physical (Private Wire) and Synthetic (Vietnam's Energy Grid) DPPA models.

Key Responsibilities

DPPA Deal Execution & Structuring

  • Lead the end-to-end execution of DPPA transactions, aiming to secure 800+ GWh of renewable capacity for client portfolios.
  • Evaluate and select viable renewable energy projects (Solar, Wind, BESS, Biomass, Renewable Gas) that meet the strict eligibility criteria for DPPA participation.
  • Lead the negotiation of commercial terms, including strike prices for Contracts for Difference (CfDs), wheeling fees, and service charges with EVN and private generators.

Government Relations & Regulatory Advocacy

  • Act as the primary liaison between Ren Energy and key Vietnam regulatory authorities, including the Ministry of Industry and Trade (MOIT), the Electricity Regulatory Authority of Vietnam (ERAV), and EVN/NSMO.
  • Navigate and expedite the registration and permitting processes for large electricity consumers and GENCOs to enter the DPPA mechanism.
  • Monitor shifts in the Vietnam Wholesale Electricity Market (VWEM) and provide real-time strategic advice on how regulatory changes impact client energy costs and additionality claims.

Strategic Stakeholder Management

  • Leverage existing connections to facilitate high-level meetings between corporate off-takers and provincial-level People's Committees to ensure local support for private-wire projects.
  • Work closely with Large Power Consumers (consuming >200,000 kWh/month) to prepare technical dossiers and consumption profiles for MOIT submission.

Market Intelligence & Technical Leadership

  • Serve as the internal subject matter expert on the Vietnam Power Development Plan (PDP8) and its implementation phases.
  • Translate complex grid rules and two-part tariff structures into clear, actionable financial models for international clients.

What You'll Bring

Experience:

  • 8+ years of experience in the Vietnam energy sector, specifically within a project developer, IPP, energy retailer, or utility (EVN/PC).
  • Proven track record of participating in PPA negotiations or large-scale energy procurement in Vietnam.
  • Direct experience working with the MOIT, EVN, and ERAV on licensing, permitting, or policy consultation.

Skills & Mindset:

  • Regulatory Mastery: Deep understanding of Decree 80/2024 and Decree 57/2025, and the ability to navigate the administrative hurdles of the government approval processes in Vietnam.
  • Network Strength: Active, high-level relationships within the energy ecosystem (EVN, NSMO, and major local developers).
  • Commercial Execution: Strong financial acumen; ability to model DPPA costs (Spot price + Wheeling fees + Admin costs) against traditional retail tariffs.
  • Confidence & Credibility: You are a deal-maker who can walk into a government office or a corporate boardroom and lead the room with technical authority.
