Job Responsibilities

Along with the business expansion and further development of talent manpower in Vietnam, we are looking for a suitable qualified candidate for the following position in Hanoi Branch.
The Country Program Manager is accountable for the end-to-end delivery of major transformational programs within the country. This role ensures that complex, multi-year initiatives are delivered on time, within budget, and aligned to strategic objectives, while meeting regulatory, risk and governance requirements.
The role serves as the single point of accountability for program execution at the country level, working closely with country and regional management, program sponsors, as well as technology, operations and risk functions.
This role reports to the APAC Chief Information Technology Officer and Hanoi branch Managing Director.
Program Delivery & Execution
- Lead the end-to-end delivery of large-scale transformation programs, driving initiatives from inception through to benefits realization
- Translate global and regional strategics into actionable, country-specific execution plans
- Ensure all programs deliver measurable business values and sustainable outcomes, aligning technical achievements with strategic objectives
- Proactively coordinate interdependencies across workstreams, vendors and parallel initiatives to ensure seamless execution
Governance, Risk & Control:
- Establish and uphold robust program governance frameworks, including steering committees, stage gates and escalation mechanisms
- Ensure rigorous compliance with internal policies, regulatory requirements, audit standards and risk management best practices
- Identify, assess, and actively manage programme risks, issues and dependencies; driving timely resolution and escalation where required.
- Deliver accurate, transparent reporting on programme status, financials, risks and outcomes to both country and regional leadership
Stakeholder & Change Management:
- Drive alignment between country and region, as well as business and technology stakeholders, to ensure unified ownership of outcomes
- Oversee program budgets, forecasts, and financial controls, ensuring disciplined cost management and maximized value delivery
- Lead and manage internal and external resources, including program teams, vendors, and system integrators, to achieve strategic objectives
Job Requirements
Skills & Experience:
- Bachelor's degree or higher in Project Management, Business Management, Operations Management, Information Technology, or any related field
- Minimum of 15 years experience in banking technology, with a demonstrated ability to lead and deliver large scale, high-impact transformation programs within the banking sector.
- Strong track record of delivering programs that drive technology innovation, process transformation programs within the banking sector
- In-depth expertise in program governance, risk management, and robust financial controls, with a commitment to regulatory standards
- Proven ability to maintain a strong delivery focus, effectively navigating ambiguity, managing competing priorities, and consistently achieving results in dynamic environments Strong communication and interpersonal skills, with the ability to effectively manage stakeholder relationships
