Position Overview
The Supply Chain Director is responsible for developing and leading Vingroup's strategic sourcing, procurement, and supply management activities across multiple business units.
The position requires an accomplished procurement leader with exceptional international negotiation capabilities, extensive experience working with global suppliers, and a proven ability to secure commercially advantageous terms for large-scale, complex, and high-value contracts.
Key Responsibilities
Strategic Sourcing and Supply Management
- Develop and execute sourcing and procurement strategies aligned with Vingroup's business priorities and investment plans.
- Lead the sourcing of critical materials, equipment, technologies, services, and strategic solutions from domestic and international markets.
- Identify, evaluate, and develop a competitive global supplier network to improve supply security, quality, cost efficiency, and delivery performance.
- Consolidate purchasing demand across business units to strengthen Vingroup's negotiating position and maximize economies of scale.
- Monitor global supply markets, commodity trends, logistics conditions, geopolitical risks, and technological developments affecting procurement decisions.
International Negotiation and Contracting
- Lead complex international negotiations with global manufacturers, technology providers, contractors, and strategic suppliers.
- Negotiate high-value contracts covering pricing, payment terms, warranties, performance guarantees, delivery schedules, intellectual property, exclusivity, liabilities, penalties, and long-term service commitments.
- Develop negotiation strategies based on cost modelling, market intelligence, supplier economics, competitive alternatives, and total cost of ownership.
- Represent Vingroup in senior-level negotiations with supplier executives and key international partners.
- Structure commercially robust agreements that protect Vingroup's interests while supporting sustainable supplier relationships.
- Coordinate with Legal, Finance, Technical, Investment, and business leadership teams to manage contractual, financial, regulatory, and cross-border risks.
Procurement Governance and Performance
- Establish and continuously improve procurement policies, governance frameworks, approval mechanisms, and supplier selection standards.
- Ensure transparency, competitiveness, compliance, and ethical conduct throughout the procurement lifecycle.
- Deliver measurable savings, cost avoidance, working-capital improvements, and total-cost optimization.
- Establish procurement KPIs and provide management reporting on savings, supplier performance, contract compliance, delivery, quality, and supply risks.
- Lead procurement transformation initiatives, including process standardization, digital procurement systems, spend analytics, and supplier data management.
Supplier and Risk Management
- Build strategic relationships with critical suppliers and develop joint improvement or localization programmers where appropriate.
- Establish supplier performance frameworks covering cost, quality, delivery, innovation, ESG, and contractual compliance.
- Identify and mitigate risks relating to supply disruption, supplier concentration, currency exposure, logistics, geopolitical developments, and regulatory changes.
- Develop alternative sourcing strategies and business-continuity plans for critical procurement categories.
- Lead the resolution of major commercial disputes, supplier underperformance, contractual claims, and delivery issues.
Leadership and Stakeholder Management
- Build, lead, and develop a high-performing procurement and supply management organization.
- Partner closely with senior leadership and business units to translate operational requirements into effective sourcing strategies.
- Strengthen procurement capabilities in negotiation, category management, contract management, supplier development, and commercial analysis.
- Promote a performance-driven culture characterized by speed, accountability, integrity, and operational excellence.
Candidate Requirements
- Bachelor's degree in Supply Chain Management, Procurement, Engineering, Business Administration, Finance, Economics, or a related discipline. A postgraduate degree is preferred.
- At least 15 years of experience in strategic sourcing, procurement, supply chain, or commercial management, including a minimum of five years in a senior leadership position.
- Proven experience leading procurement for a large corporation, diversified conglomerate, multinational company, industrial organization, or infrastructure developer.
- Demonstrated success in negotiating major international contracts with global suppliers, manufacturers, technology companies, or EPC contractors.
- Strong track record of delivering substantial cost savings, improved commercial terms, supply continuity, and measurable procurement value.
- Comprehensive knowledge of international contracting, Incoterms, cross-border payments, logistics, warranties, performance guarantees, claims, and supplier risk management.
- Strong financial and commercial acumen, including cost modelling, total-cost-of-ownership analysis, business-case development, and contract economics.
- Ability to perform effectively in a fast-paced, highly demanding, and multi-business environment.
- Outstanding leadership, stakeholder management, decision-making, and problem-solving capabilities.
- Full professional proficiency in English, with exceptional international communication and negotiation skills.
- Willingness to travel internationally as required.
