Job Overview

As a Product Owner – Smart City Division/VSF, you will be responsible for defining product strategy, driving execution, and delivering scalable technology solutions that address complex urban and operational challenges. You will work closely with business, operations, engineering, and data teams to build products that create measurable value for stakeholders while improving efficiency, decision-making, and user experience across millions of users in the VinGroup Smart City ecosystem.

Key Responsibilities

  • Own the product vision, strategy, and roadmap for Smart City initiatives, ensuring alignment with business objectives, user needs, and long-term organizational goals.
  • Translate complex business and operational challenges into clear product requirements, user stories, and measurable acceptance criteria. Challenge assumptions and proactively identify gaps before development begins.
  • Drive product prioritization based on business impact, user value, operational feasibility, and technical constraints, taking end-to-end ownership from concept through launch and post-release optimization.
  • Manage product backlogs, release planning, and trade-off decisions across multiple initiatives to ensure timely and effective product delivery.
  • Collaborate closely with Business, Operations, Engineering, Data, and Design teams to define solutions, align priorities, and ensure successful execution across cross-functional stakeholders.
  • Define and monitor product success metrics, analyze operational and user data, identify trends, and implement continuous improvements to maximize product effectiveness and business outcomes.
  • Develop deep domain expertise in operational processes, business workflows, and system dependencies to uncover improvement opportunities and proactively mitigate delivery and integration risks.
  • Lead cross-functional teams through ambiguity, facilitate decision-making, remove blockers, and create alignment to accelerate product delivery.

Qualifications

Required

  • Bachelor's degree in Information Systems, Computer Science, Engineering, or a related field.
  • 5+ years of experience in Product Management, Product Ownership, Business Analysis, or related roles with progressively increasing responsibilities.
  • Proven experience defining and executing product roadmaps from discovery and planning through delivery, launch, and continuous improvement.
  • Strong business analysis capabilities with the ability to model processes, decompose complex problems, and translate operational insights into practical product solutions.
  • Ability to balance strategic thinking with hands-on execution, effectively navigating both long-term product direction and day-to-day delivery challenges.
  • Strong stakeholder management skills with experience operating in environments involving multiple teams, organizational dependencies, and complex operational requirements.
  • Excellent analytical and problem-solving skills, with the ability to leverage data to support decision-making and evaluate product performance.
  • Strong communication, facilitation, and influencing skills, with the ability to build alignment across stakeholders without relying on formal authority.
  • Solid understanding of Agile product development methodologies and the ability to adapt frameworks pragmatically to different delivery contexts.
  • Experience using product management and collaboration tools such as Jira, Confluence, Figma, or equivalent platforms.

Preferred Qualifications

  • Experience leading or contributing to Smart City, GovTech, urban technology, or large-scale operational transformation initiatives.
  • Experience building or managing data products, with a strong understanding of data quality, data ownership, SLAs, latency considerations, and downstream consumer requirements.
  • Experience defining product roadmaps involving Machine Learning or AI-enabled capabilities, including knowledge of model lifecycle management, experimentation frameworks, and performance evaluation.
  • Experience working across multiple disciplines such as Product Management, Business Analysis, and Data Analytics, with the ability to bridge business, data, and technology perspectives effectively.
  • Familiarity with user experience (UX) design principles, user research methodologies, and human-centered product design practices.
  • Experience working in highly regulated, operationally complex, or multi-stakeholder environments where product success depends on balancing business, operational, and technical considerations.
