Job Description

Senior Procurement Manager for CAPEX, Technical Services, and MRO oversees approximately €50M in annual spend across 230 vendors, driving strategic sourcing and supplier management for brewery equipment, technical services, and maintenance supplies. This role ensures alignment with global procurement frameworks, manages CAPEX purchase processes, and mitigates supply chain risks while fostering operational excellence. Additionally, the position leads a team of category specialists, champions sustainability goals, and validates budgets and E-CAPEX approvals to optimize cost efficiency and project delivery. Key stakeholders include internal functions across Heineken Vietnam, regional and global procurement teams, and local to global suppliers.

Accountabilities:

I. Strategic Sourcing & Category Management: 20%

Develop and execute sourcing strategies for:

  • CAPEX: Brewery equipment, civil works, utilities, automation, and packaging/process equipment.
  • Technical Services: OEMs like KHS, Krones, Sidel.
  • MRO: Maintenance, repair, and operations supplies across five breweries. Align local sourcing with global procurement framework, strategies and supplier portfolios.

Key decision-making includes:

  • Supplier selection decisions for CAPEX, technical services, and MRO supplies.
  • Sourcing strategy design and prioritization, ensuring adherence to global frameworks.
  • Contracting approach decisions, such as frame agreements vs. project-specific tenders.

II. Supplier Relationship & Performance Management: 20%

  • Conduct annual reviews of supplier portfolios with Project & Engineering to assess performance and risks.
  • Lead strategic supplier meetings to enhance collaboration and communication, share innovations and best practices and identify cost-saving and efficiency opportunities.

Key decision-making includes:

  • Suppliers to retain, develop, or exit based on performance reviews and risk assessments.
  • Performance improvement initiatives to launch, including cost-saving and efficiency programs.
  • How to structure supplier governance routines, including frequency and scope of strategic meetings.

III. Operational Excellence: 20%

  • Manage the Purchase Advice (PA) process for CAPEX projects, ensuring alignment with engineering and project management standards.
  • Ensure compliance with procurement policies and the Manual of Authority (MoA).
  • Conduct risk assessments and develop contingency plans for supply chain resilience.

Key decision-making includes:

  • Approval of Purchase Advice (PA) for CAPEX projects, including validation of scope, budget, and alignment with engineering standards.
  • Compliance decisions regarding procurement policies and the Manual of Authority (MoA).
  • Risk mitigation decisions, including contingency planning for supply disruptions or project delays.

IV. Team Leadership & Development: 20%

  • Lead a team of category leads, fostering a culture of learning, development, and purpose-driven work.
  • Support team members in aligning their work with Heineken's strategic ambitions and sustainability goals.
  • Team structure and role assignment decisions, including delegation of category responsibilities.
  • Capability development planning, such as training, coaching, and succession planning.
  • Performance management decisions, including setting goals and evaluating team contributions.

V. Budgeting & Financial Stewardship: 20%

  • Responsible for budget validation and over-spend justification for CAPEX and MRO categories
  • E-CAPEX approval decisions, ensuring alignment with financial targets and investment priorities.
  • Cost-benefit trade-off decisions, balancing quality, delivery timelines, and financial impact.

Position Profile:

Qualifications:

  • Bachelor's degree in Business Administration, Supply Chain Management, Engineering, or related field;
  • Professional certifications (e.g., CIPS, CPSM) are preferred

Experience / skills required:

  • 10+ years of progressive experience in procurement and category management, including managing large-scale CAPEX projects and technical services.
  • Proficiency in procurement systems (SAP Ariba or similar) and data analytics tools.
  • Experience in FMCG or similar high-volume, asset-intensive industries (e.g., manufacturing, beverage, food) preferred

Language(s):

  • Fluent in Vietnamese and English (written and spoken); ability to articulate and communicate effectively with local and global stakeholders

Functional Competencies:

  • Deep expertise in strategic sourcing, category management, and supplier relationship management.
  • Strong problem-solving and storytelling skills to convert insights into actionable strategies.
  • Proven track record in negotiating complex, high-value technical contracts and driving cost optimization.
  • Experience in embedding sustainability and risk mitigation into procurement strategies.
