JOB PURPOSE

Lead the strategic development and coordination of operational plans within the AOCC, ensuring effective resource planning, traffic forecasting and capacity optimisation to support safe, efficient and resilient airport operations. The role aligns operational readiness with flight schedules and demand projections, and works closely with the AOCC Control function to ensure seamless transition from planning to real-time execution.

KEY ACCOUNTABILITIES

I. Operational Planning & Resource Optimisation

  1. Lead the development and coordination of short- to medium-term operational plans aligned with flight schedules, seasonal demand patterns and traffic forecasts.
  2. Oversee the preparation of shift-wise operational schedules and workforce deployment plans to ensure optimal resource utilisation.
  3. Lead resource allocation modelling based on flight schedule inventory, forecast loads and operational constraints.
  4. Analyse capacity limitations across airside, terminal and airline interfaces, recommending proactive planning adjustments.
  5. Lead scenario planning and capacity simulations to support operational resilience and peak readiness.

II. Performance Analytics & Forecasting

  1. Consolidate and analyse traffic forecasts, flight plans and load data to inform capacity and resource planning decisions.
  2. Monitor throughput figures and operational KPIs to identify structural bottlenecks and optimisation opportunities.
  3. Conduct trend analysis on delay patterns, turnaround performance and demand variability to strengthen forward planning accuracy.
  4. Ensure alignment of planning outputs with A-CDM milestones and agreed turnaround performance targets.
  5. Develop planning dashboards and reporting insights to support data-driven decision-making within AOCC and across stakeholders.

III. Stakeholder Coordination & Planning Governance

  1. Coordinate planning activities with airlines, ground handlers, terminal operations and relevant authorities to ensure alignment between schedules, resources and operational readiness.
  2. Ensure planning processes are conducted in compliance with regulatory requirements and internal operational standards.
  3. Facilitate cross-functional planning forums to align forecast assumptions, capacity planning and operational preparedness.
  4. Escalate strategic planning risks, long-term capacity constraints or systemic issues to the AOCC Director where appropriate.

JOB REQUIREMENTS

Qualification & Work Experience:

  • Tertiary qualification in operations, engineering, logistics, business or a related discipline preferred. Relevant operational planning experience may be considered in lieu of formal qualifications.
  • 8–12 years of progressive experience in airport, airline, logistics or complex operational environments, including significant exposure to operational planning, scheduling or resource coordination.
  • Demonstrated experience in capacity planning, traffic forecasting, resource allocation or operational performance analysis.
  • Strong analytical capability with experience interpreting operational data and translating insights into structured planning decisions.
  • Experience working in dynamic, multi-stakeholder environments with competing operational priorities.

Certifications & Licenses:

ICAO Safety Management Systems (SMS) training certification preferred.
