Job Description

JOB PURPOSE

Provide leadership and governance oversight for AOCC, ensuring safe, efficient, and resilient airport operations across airside, landside, terminal, and airline functions. Responsible for strengthening AOCC operational governance, performance management, regulatory compliance, and continuous improvement, while enabling effective coordination with internal departments and external operational stakeholders.

KEY ACCOUNTABILITIES

Operational Governance & Performance Management

  1. Provide governance oversight for AOCC operations, ensuring integrated coordination of airport operations across airside, landside, terminal, and airline functions.
  2. Define and maintain operational frameworks, escalation protocols, and performance standards to support effective disruption and recovery management.
  3. Review operational performance trends, capacity constraints, and disruption outcomes to identify systemic issues and improvement opportunities.
  4. Sponsor and oversee capacity optimization initiatives and technology enhancements in collaboration with relevant internal stakeholders.
  5. Approve and maintain AOCC operational procedures, contingency plans, and crisis management frameworks.

Compliance, Stakeholder Management, & Representation

  1. Provide oversight to ensure AOCC operations are conducted in compliance with the applicable ICAO, CAAV, and relevant regulatory frameworks and internal policies.
  2. Lead the coordination of regulatory audits, inspections, and investigations related to AOCC operations, supporting timely resolution of findings and continuous improvement.
  3. Manage operational governance relationships with key internal departments and external stakeholders, including airlines and relevant authorities, to support effective coordination and issue resolution.
  4. Represent AOCC operations in operational governance forums and cross-functional committees, escalating risks, constraints, and systemic issues where appropriate.

People Management & Team Development

  1. Provide functional leadership to AOCC Operations teams, ensuring consistent execution of AOCC standards, procedures, and performance standards.
  2. Reviews team capability, workload distribution, and succession readiness to ensure sustained AOCC operational effectiveness.
  3. Sponsor training, competency development and readiness programs that are aligned with AOC operational and regulatory requirements.
  4. Promote a strong culture of accountability, safety, and continuous improvement within the teams.

REQUIREMENT

Qualification & Work Experience:

  • Tertiary qualification in aviation, operations, engineering, or a related field is preferred. Candidates with substantial relevant experience may be considered in lieu of formal qualifications.
  • 12-15 years of progressive experience in airport or airline operations, including significant exposure to operations control, disruption management, and complex operating environments.
  • Substantial experience in or overseeing Airport Operations Control Center (AOCC), or equivalent operational coordination functions.
  • Proven experience designing and overseeing operational frameworks, escalation models, performance management, and continuous improvement initiatives.
  • Demonstrate experience interfacing with regulators and senior external stakeholders at a governance or policy level.
  • Strong understanding of end-to-end airport operational processes, across both airside and terminal environments, including disruption and recovery scenarios.
  • Experience working in a large, complex, or international aviation experience is preferred.

Certifications & Licenses:

  • Valid Airport Operations Certificate or equivalent industry-recognized certification preferred.
  • ICAO Safety Management Systems (SMS) training certification preferred.
