We are seeking a highly-skilled Senior Human Resources Executive based in HCMC, Vietnam who plays a pivotal role in managing and overseeing key human resources functions within an organization. The ideal candidate would be in charge of assisting onboarding/offboarding, managing payroll, compensations & benefits, employee's record-keeping, compliance, and other operational functions with key responsibilities given as below:
1. Manage recruitment, onboarding, and employee lifecycle processes.
- Assist the Talent Acquisition team in creating bilingual employment contracts and NDAs (Vietnamese and English).
- Monitor and file pre-employment requirements; update the new joiner master list.
- Update employee profiles in internal systems.
- Coordinate laptop issuance and welcome kit distribution.
- Send onboarding emails and schedule onboarding meetings.
- Support performance management, employee engagement, and development initiatives.
2. Set up compliant HR policies per Vietnam Labor Code; manage contracts, social insurance, PIT, leave, and working time records.
- Prepare and oversee end-to-end payroll processing, ensuring accuracy and compliance with local tax and statutory regulations.
- Oversee payroll coordination, C&B administration, and HR reporting.
- Manage external and internal stakeholders (insurance, payroll etc).
- Ensure correct deductions for PIT, SHUI, and trade union contributions.
- Generate electronic payslips and ensure timely salary transfers.
- Submit PIT declarations via the GDT portal and apply updated PIT regulations.
- Support employees with tax-related queries and coordinate with tax consultants for annual tax forms.
3. Act as the main HR contact in Vietnam, supporting all people-related matters.
- Maintain accurate and confidential employee records in compliance with Vietnam's Labor Code.
- Manage maternity, sick, and annual leave processes.
- Ensure compliance with latest updated Vietnam's Employment Law.
- Liaise with local authorities for labor compliance and foreign employee reporting (if applicable).
- Prepare COEs and assist with foreign employee documentation.
- Respond to employee inquiries on HR-related matters.
- Prepare the annual HR budget.
- Update HR policies and employee handbook in line with legal changes.
4. Implement and maintain HR policies in line with regional guidelines and local labor law.
- Register employees for Social, Health, and Unemployment Insurance (SHUI).
- Enroll new joiners in private insurance (health and accident/life) after probation.
- Notify relevant parties to terminate insurance for separated employees.
- Process and issue Exit Clearance and Certificate of Employment (COE).
- Collect all company equipment on the last working day.
5. Support to setup office/admin from 0 -> 1 including workspace, procurement, vendors management.
- Manage office facilities and moving.
- Manage relationship with Office Building.
- Manage pantry supplies.
6. Build a positive workplace culture and advise management on HR practices.
- Update the intranet with HR activities and announcements.
- Coordinate employee engagement initiatives.
- Organize morale-boosting events and conduct employee satisfaction surveys.
- Lead or support CSR initiatives.
7. Weekly/Monthly Reporting:
- Send leave management report to payroll provider every 20th of the month.
- HR Weekly report.
- Quarterly summary of Exit Feedback.
Requirements
- Bachelor's Degree in Human Resources Management, Business Administration, or a related field.
- Minimum of 4 -7 years of progressive HR experience, with a focus on Employee Relations, Learning & Development, and Organizational Development.
- Certified or strong knowledge of Vietnamese Labor Law.
- Fluent in English and Vietnamese with strong Business English proficiency.
- Experience in a technology or IT-focused company is highly preferred.
- Proven experience coaching and advising managers on performance management, team dynamics, and conflict resolution.
- Hands-on experience with an HRIS (Human Resources Information System); proficiency with SuccessFactors or SAP is a significant advantage.
- Deep expertise in employee relations, including conducting investigations, managing disciplinary processes, and resolving complex workplace issues. Comprehensive knowledge of labour laws and regulations is essential.
- Strong understanding of performance management principles, including the ability to facilitate Performance Improvement Plans (PIPs) and provide constructive feedback. Experience in designing career pathing frameworks and mentorship programs.
- Skillfull in identifying training needs, designing effective learning solutions, and evaluating program effectiveness using key metrics.
- Experience supporting annual HR cycles such as salary reviews and promotions. High attention to detail for managing HR data, legal documentation, and employee records.
- Experience in supervising, mentoring, or coaching junior HR staff.
- Excellent verbal and written communication skills, with the ability to serve as a trusted and confidential advisor to employees and management.
- Exceptional ability to build rapport, de-escalate conflicts, and navigate sensitive situations with empathy and professionalism.
- Strong analytical skills to diagnose complex employee issues and recommend fair, compliant, and practical solutions.
- Unquestionable integrity and ability to handle highly sensitive and confidential information with discretion.
- The ability to work in a fast-paced environment, manage multiple priorities, and adapt to evolving business needs.
- French Language is good to have.
- Familiar with Microsoft office applications like Outlook, MS Office.
- Cheerful personality with good interpersonal skills and versatile.
