Position Summary
The Senior EHS Specialist leads the implementation, standardization, and continuous improvement of Environment, Health, Safety, and Quality (EHSQ) management systems across MKS operations in Vietnam. This role ensures full compliance with local Vietnamese regulations, Corporate EHS policies, and industry benchmarks (such as RBA and ISO standards). The specialist champions site-wide risk mitigation, oversees statutory permitting, supports security and crisis management protocols, and fosters a zero-harm safety culture.
Key Responsibilities
1. Regulatory Compliance, Permitting & Legal Registers
- Maintain up-to-date site Legal Registers for Vietnamese labor, safety, and environmental laws.
- Track and report local regulatory updates monthly to the Global Regulatory Monitoring Team.
- Manage statutory operating licenses, environmental permits, and approvals in the internal compliance tracking tool (MASTER), coordinating timely renewals to prevent operational disruption.
- Support audit readiness and program compliance for industry standards, including the Responsible Business Alliance (RBA) and Green Procurement.
2. Risk Assessment & Operational Safety
- Conduct detailed risk assessments across all site activities; establish accident prevention controls to maintain risks at acceptable levels.
- Review and approve high-risk operational documents, including Work Permits (PTW), Job Safety Analyses (JSA), Lifting Plans, and Method Statements.
- Partner with Engineering and Facilities on Management of Change (MOC), Pre-Startup Safety Reviews (PSSR), HAZOP, and FMEA studies.
- Manage critical shop-floor EHS programs: Lockout/Tagout (LOTO), Confined Space, Chemical Safety, Personal Protective Equipment (PPE), and Occupational Health/Medical Surveillance.
- Supervise off-site EHS protocols during customer-site equipment installations.
3. Integrated Management Systems (IMS) & Audits
- Maintain site ISO 9001 and broader EHS management system documentation.
- Lead internal audits, coordinate external certification audits, and facilitate annual Management Reviews.
- Investigate incidents, drive root-cause analyses, and issue/track Corrective and Preventive Actions (CAPA) to verified closure.
- Address customer inquiries regarding product safety, chemical disclosures, and quality complaints.
4. Environmental, Waste & Dangerous Goods Management
- Supervise on-site waste management programs (hazardous, non-hazardous, solid, and liquid waste streams).
- Monitor scrubber operations and wastewater effluent discharges to guarantee adherence to national environmental standards.
- Support logistics and operations regarding Dangerous Goods (DG) storage, packaging, and transport regulations.
5. Training, Communication & Culture
- Perform annual Training Needs Analyses (TNA) and maintain site EHS Training Matrices.
- Deliver safety leadership workshops, tool-box talks, and critical risk training modules (e.g., 9 Critical Risks Management) for employees, contractors, and site visitors.
- Organize corporate and local safety engagement campaigns (e.g., World Day for Safety and Health at Work, Environment Day).
6. Crisis Management, Security & Site Support
- Serve as Secretary to the Site Crisis Management Team; maintain Business Continuity Plans (BCP) and emergency preparedness response protocols.
- Supervise physical security operations on-site and support travel security briefings.
- Provide EHS oversight for local business entities (e.g., ESI, PSD/VSD) and handle related ad-hoc operational requirements.
Qualifications & Requirements
- Education: Bachelor's degree in Technical, Engineering, Occupational Health & Safety, Chemistry, or an equivalent field.
- Experience: 5–8+ years of dedicated EHS experience in a manufacturing, engineering, or high-tech environment.
- Certifications & Knowledge:
- Certified Safety/Environmental Officer status issued by authorized Vietnamese labor/environmental authorities.
- In-depth working knowledge of Vietnam Occupational Safety & Health (OSH) Laws, Environmental Protection Laws, and Hazardous Chemical/DG regulations.
- Certified Internal Auditor for ISO 9001 (familiarity with ISO 14001 and ISO 45001 preferred).
- Skills:
- Demonstrated proficiency in leading process safety reviews (HAZOP, FMEA, MOC, PSSR).
- Strong capability in regulatory liaison and local authority interaction.
- Fluent communication skills (written and spoken Vietnamese and English).
- High analytical capability in incident investigation, CAPA implementation, and data reporting.
