Job Description

Role & Objective

The Senior Specialist – Economic Development & Partnerships is responsible for identifying economic development opportunities and building, maintaining, and expanding relationships with partners, clients, government agencies, and relevant organizations. The position acts as a key liaison between ROX Group and external stakeholders, supports international market development and investment cooperation, and ensures that the Group maintains a professional and consistent image in external affairs.

Key Responsibilities

  • Economic Development

Collect, consolidate, and analyze information concerning the size, economic conditions, and key characteristics of potential markets aligned with ROX Group's investment strategy. Relevant information may include geographic area, population, gross domestic product, economic growth, investment policies, market demand, regulatory conditions, and sector-specific development potential.

Support the assessment of business development, cooperation, and investment opportunities in target countries, particularly in sectors that align with the Group's core capabilities and strategic priorities. Conduct preliminary research, evaluate potential benefits and risks, and prepare recommendations to support management decisions.

Identify and advise on potential cooperation opportunities across different industries and markets. Develop and maintain relationships with government agencies, ministries, embassies, economic organizations, business associations, companies, experts, and other relevant individuals to strengthen market intelligence and support partnership development.

Coordinate with internal and external stakeholders to resolve issues arising during the implementation of projects, investment activities, or cooperation programs involving foreign governments, organizations, and business partners.

  • External Affairs

Research, assess, and forecast changes in the domestic and international partnership environment relevant to ROX Group and its business ecosystem. Monitor developments that may affect the Group's relationships, cooperation strategies, investment plans, or external reputation.

Support the preparation of resolutions, directives, decisions, proposals, briefing documents, and other materials relating to external affairs and partnership development. Ensure that documents are accurate, properly structured, and aligned with the Group's objectives and authorization requirements.

Coordinate the organization of meetings, conferences, receptions, delegations, signing ceremonies, and other external engagement activities. Ensure that such activities are conducted professionally and consistently with the Group's brand identity and corporate image.

Assist subsidiaries and business units in planning and implementing external relations activities involving domestic and international stakeholders. Participate in developing annual external affairs plans, monitor implementation progress, and report significant issues or deviations to management.

  • Coordination and Partnership Support

Collaborate with internal departments and subsidiaries to provide guidance on external relations policies, procedures, approval requirements, and communication standards. Monitor compliance with relevant internal regulations and help ensure that external engagement activities are implemented consistently across the Group.

Support the monitoring and implementation of cooperation agreements, memoranda of understanding, partnership commitments, and action plans agreed with external organizations. Follow up with responsible parties to ensure that commitments, milestones, and deliverables are completed within agreed timelines.

Compile, update, and analyze reports on external affairs activities, partnership development, market engagement, and cooperation outcomes. Provide management with accurate and timely information to support relationship management and strategic decision-making.

  • Other Duties

Perform other economic development, partnership management, external affairs, research, and coordination responsibilities assigned by authorized management in accordance with ROX Group's operational and strategic objectives.

Job Requirements

  • Education

Candidates must hold a bachelor's degree or higher in International Relations, International Studies, Foreign Languages, Economics, International Economics, Business Administration, or another relevant discipline.

  • Experience

Candidates must have between three and five years of professional experience in economic development, external affairs, government relations, partnership management, international cooperation, business development, or another relevant field. Preference will be given to candidates who have worked within large corporations, international organizations, government-related institutions, or multinational business environments.

  • Language Skills

Candidates must be proficient in at least one foreign language, preferably English, Russian, or Chinese. The position requires effective listening, speaking, reading, and writing skills for professional communication, document preparation, research, meetings, negotiations, and coordination with international stakeholders.

  • Research and Analytical Skills

Candidates must demonstrate strong research, information-gathering, analytical, and reporting capabilities. The role requires the ability to evaluate market conditions, identify partnership opportunities, synthesize information from multiple sources, and present findings and recommendations in a clear and logical manner.

  • Communication and Coordination Skills

Candidates must possess excellent communication, presentation, stakeholder-management, and relationship-building skills. Strong capabilities in event organization, meeting coordination, time management, negotiation, problem-solving, and cross-functional collaboration are required.

The position also requires the ability to manage multiple stakeholders, monitor agreed actions, resolve coordination issues, and maintain professional relationships with government agencies, international organizations, business partners, and internal departments.

  • Personal Attributes

Candidates must demonstrate confidence, proactiveness, flexibility, and the ability to work independently under pressure. A professional demeanor and appropriate business appearance are required when representing ROX Group in external activities.
