The program

Aus4Skills Phase 3 is a ten-year DFAT-funded program partnering with the Government of Vietnam to strengthen bilateral ties by supporting Vietnam's human resource development priorities. Focused on higher education, the Vietnam Australia Centre, and vocational education and training (VET), the program builds workforce-ready, inclusive, climate-adaptive skills, public sector leadership, and alumni networks. It targets gender equality, disability and social inclusion, and support for disadvantaged Australia Awards students. Outcomes include stronger AustraliaVietnam strategic partnerships, enhanced public sector leadership and women's advancement, and industry-aligned VET that meets labour market needs while promoting social equity and sustainable growth.

The role

The Senior Coordinator Monitoring, Evaluation and Learning (MEL) provides support to the MEL Manager in technical leadership for MEL across Aus4Skills Phase 3. Responsibilities include support for development of annual plans, ensuring data quality, conducting quantitative and qualitative analysis, coordinating evaluations and thematic studies, and producing concise evidence for adaptive management and DFAT reporting. The Senior Coordinator MEL plays a key role in preparing evidence for reflection workshops and seniorlevel decisionmaking and provides mentoring and quality assurance support to the MEL team, strengthening team capability and consistency.

Key Responsibilities

  • Lead annual MEL planning and adaptive management activities
  • Oversee gendersensitive data collection and ensure data quality
  • Analyse quantitative and qualitative data; produce concise syntheses
  • Coordinate evaluations, impact studies and partner learning processes
  • Manage MEL systems and Power BI dashboards for realtime insights
  • Mentor MEL staff, provide QA and coordinate stakeholder engagement

Selection criteria

  • Tertiary qualification in M&E, social sciences, education, gender studies or related field
  • M&E/data experience in bilateral/multilateral development (education/HRD desirable) preferably at least 5 years
  • Advanced quantitative and qualitative analysis and strong reportwriting skills
  • Proficiency with data systems and tools (advanced Excel, Power BI, databases)
  • Strong stakeholder engagement and communication skills in Vietnamese and English
  • Demonstrated knowledge of GEDSI, climate integration and safeguarding (PSEAH, child protection, modern slavery)
