Position Title: Senior Chief Engineer Head Office
Reports to: Head of Technical/ Technical Director
Department: Property Management Technical Services
Location: Hanoi (Head Office)
1. Position Summary
The Senior Chief Engineer (Head Office) is responsible for overseeing the technical performance, compliance, and engineering excellence across the company managed property portfolio. This role establishes technical standards, supports onsite engineering teams, conducts audits, leads training programs, evaluates contractors, and provides strategic technical guidance to Property Managers and clients.
The position acts as the highest technical authority within the Head Office, ensuring consistent quality, reliability, safety, sustainability, and cost efficiency across all projects.
2. Key Responsibilities
A. Portfoliowide Technical Governance
- Develop and implement engineering and maintenance standards for all properties under management.
- Establish preventive maintenance frameworks, operational SOPs, and technical KPIs.
- Lead technical due diligence for new management contracts or handover of new buildings.
B. Compliance, Safety & Risk Management
- Ensure all sites comply with Vietnamese regulations on electrical safety, fire systems, lifts, boilers, generators, environmental safety, etc.
- Conduct periodic technical audits of sites to identify risks, noncompliance, or improvement areas.
- Oversee emergency response planning and review incident investigations across the portfolio.
C. Engineering Support for Property Managers
- Provide expert technical advice for Property Managers on complex building issues.
- Support tendering, procurement, evaluation, and approval of M&E service contracts.
- Review technical CAPEX plans, major repairs, equipment replacement proposals, and budgets.
- Verify technical aspects of drawings, designs, technical submissions, and fitout applications.
D. Technical Performance Monitoring
- Oversee performance of critical building systems (HVAC, power, fire systems, lifts, water systems, BMS).
- Monitor utility usage, energy intensity, and sustainability KPIs across assets.
- Recommend energysaving initiatives and efficiency upgrades.
E. Contractor & Vendor Management
- Establish Head Officelevel vendor qualification criteria and evaluate service providers.
- Conduct periodic vendor performance reviews and audits.
- Provide technical input for contract negotiations.
F. Training & Staff Development
- Develop technical training programs for building engineers, technicians, and supervisors.
- Mentor onsite Chief Engineers and provide coaching on operations and troubleshooting.
- Lead knowledgesharing sessions and update teams on new technologies, best practices, and regulatory changes.
G. Project Management & Technical Consultancy
- Support clients with refurbishment, retrofit, and equipment replacement projects.
- Review proposals from consultants/contractors, ensuring technical accuracy and value for money.
- Participate in client meetings to present technical assessments and improvement plans.
H. Reporting & Documentation
- Prepare technical summary reports for management and clients.
- Maintain portfoliowide technical records, audit reports, asset registers, and compliance documents.
- Support Head Office in preparing technical content for management proposals, tenders, and contracts.
3. Required Qualifications
Education
- Bachelors degree in Mechanical, Electrical, Building Engineering, Automation, or related field.
- Professional certifications in fire safety, electrical operation, or HVAC are highly preferred.
Experience
- Minimum 1012 years of experience in building engineering, with at least 5 years in a senior leadership role.
- Strong background in managing M&E systems in office towers, malls, mixeduse developments, or hotels.
- Experience in multisite technical management or Head Office support is an advantage.
Skills
- Expert knowledge of M&E systems, building operations, energy management, and safety standards.
- Strong analytical and troubleshooting capabilities.
- Effective leadership, communication, and training skills.
- Familiarity with BMS, CMMS, and energy monitoring tools.
- Good English for technical documentation and contractor coordination.
