About Rural Outreach Clinic Program (ROC): is a mobile clinic program that provides free medical examinations for children who have limited or no access to health services in rural underserved communities of Vietnam since 2007. Since the clinics are already scheduled, VCF takes the opportunity to check for adult hypertension and diabetes.

ROLE DESCRIPTION:

  • Reporting to: Manager of Rural Outreach Clinic (ROC)
  • Program: ROC
  • Location: Ho Chi Minh City, Vietnam;
  • Work Arrangement: Office-based with frequent field travel to local provinces.

GENERAL RESPONSIBILITY:

The ROC Program Coordinator supports the Program Manager and participates in all stages of the program, including proposal preparation, implementation planning, case management, and reporting. This position requires effective communication with local government authorities, partners, doctors, and hospitals. Proficiency in both Vietnamese and English is mandatory. In addition, the Coordinator will contribute to fundraising activities and events related to the program, as assigned by the supervisor.

KEY RESPONSIBILITIES:

  1. Support the ROC Manager with proposal research, budgeting, and implementation planning to request yearly grants from donors.
  2. Propose and execute activities for designated donors to help them achieve their CSR goals through staff engagement activities, in addition to clinic visits and ceremonies.
  3. Assist in liaising with various ROC stakeholders, such as local authorities, hospital partners, suppliers, and other relevant parties, to plan and implement outreach clinics.
  4. Send and receive the letter to the hospital and local authorities in the province to request and confirm the date for the outreach.
  5. Coordinate with the ROC Manager pre- and post-logistic procedure:
  • 5.1. Pre-clinic: Staffing, cash advance, paperwork for partners, marketing materials (standee, banner), transportation, crew accommodation, and support for the media team (if needed).
  • 5.2. Post-clinic: Follow up and collect the database; report the figures to the Public Engagement (PE) Program for social communication and M&E purposes.

6 - Support and provide updates to the ROC Manager on biannual and annual reports to donors, PACCOM, HUFO, and provincial authorities.

7 - Follow up on ROC's CHD waiting list with support from Heartbeat Vietnam (HBVN).

8 - Other tasks as assigned by the Manager of ROC.

MINIMUM REQUIREMENT

  • Bachelor's degree
  • Experience working in international organizations and familiarity with Vietnam's non-governmental and non-profit sectors as a coordinator are assets.
  • Language Proficiency: Good proficiency in speaking, reading, and writing in both English and Vietnamese is required.
  • Proficiency in Windows, including MS Word, EXCEL, and PowerPoint; fundraising data management systems helpful.
  • The ability to travel locally is mandatory, and working overtime is required occasionally.
  • Dedicated, careful, and detail-oriented.
  • Knowledge of healthcare or community development programs is an advantage.
  • Strong project management and organizational skills for effective clinic planning.
  • Excellent communication and interpersonal skills with donors, authorities, partners, and communities.
