Job Description

I. GENERAL INFORMATION:

  • Industry: Construction;
  • Department: QS;
  • Report To: General Manager;
  • Work Location: Cambodia / Overseas.

II. KEY RESPONSIBILITIES

  • Lead and oversee all cost management and quantity surveying functions across the Company's construction projects, ensuring effective cost planning from project inception through completion.
  • Develop and implement cost management strategies, including cost planning, budgeting, forecasting, and financial reporting to ensure projects are delivered within approved budgets.
  • Manage and administer construction contracts, including reviewing contract conditions, leading commercial negotiations, and ensuring proper contract execution and compliance.
  • Review and evaluate the technical capability, commercial competitiveness, and legal compliance of consultants, contractors, and suppliers prior to engagement.
  • Monitor project cost performance, analyze cost variances against budgets, and provide strategic recommendations to optimize project value and financial outcomes.
  • Lead the preparation and maintenance of cost estimates, bills of quantities (BOQ), cost benchmarks, and construction unit rates to support project planning and product pricing strategies.
  • Ensure all cost management and procurement activities comply with relevant regulations, industry standards, and corporate governance requirements.
  • Provide commercial advice and risk assessment to project stakeholders, identifying potential financial risks and proposing mitigation strategies.
  • Lead, mentor, and develop the Quantity Surveying team, ensuring high standards of professional practice, accuracy, and timely delivery of outputs.
  • Prepare and present cost reports and financial updates to the General Manager and relevant stakeholders.
  • Perform other duties as assigned by General Manager.

III. REQUIREMENTS

Education:

  • Bachelor's degree of in Construction Economics, Civil Engineering, or other related fields.

Experience:

  • Minimum 07 years of working experience in construction economics, quantity take-off, and cost estimation in construction companies;
  • Experience working on large-scale and high-end projects is preferred.
  • Professional Knowledge:
  • Strong knowledge of construction engineering technical and relevant Vietnamese and international standards and regulations;
  • Good understanding of laws, decrees, circulars, and regulations related to the construction industry;
  • Good knowledge of technical specifications of construction materials and installation equipment used in building projects.
  • Strong skills in cost analysis, cost planning, and cost estimation;
  • Proficient in quantity take-off of construction projects;
  • Strong expertise in construction cost management;
  • Proficient in construction management and cost management software (Microsoft Project, AutoCAD, CostX, etc.)

Personality & Soft Skill:

  • Proficient in English;
  • Honest and detail-oriented to ensure high accuracy in cost estimation and budgeting;
  • Disciplined, proactive, and able to work effectively under high-pressure schedules.
