Job Description

Position: Social Project Officer - (National candidate only)

Location: Ho Chi Minh City, Vietnam

Employment Type : Full-Time, weekend work can be required, but with compensatory time off

Contract: 1-year renewable contract, subject to performance and organizational needs

Reporting line: Country Coordinator – Enfants d'Asie Vietnam

Salary: From VND 18,000,000/month, negotiable depending on experience and qualifications

POSITION SUMMARY

The Social Project Officer works under the supervision of the Country Coordinator and is responsible for the day-to-day operational coordination and monitoring of assigned projects. Strategic decisions, contractual commitments, budget approvals and formal representation of the organisation remain under the responsibility of the Country Coordinator.

  1. KEY RESPONSIBILITIES

A) Project Follow up and Program Development

Project Follow up

The Social Project Officer is responsible for the day-to-day operational coordination and follow-up of projects implemented by Enfants d'Asie (EA) in Ho Chi Minh City. Responsibilities will include:

  • Coordinate and monitor the day-to-day implementation of assigned projects, ensuring activities, timelines and deliverables are aligned with project objectives and agreements.
  • Maintain regular communication with project partners, follow up on progress and address operational challenges.
  • Conduct and support project monitoring, maintain appropriate documentation and contribute to project reporting for donors and internal use.
  • Review project financial documents and monitor expenditures against approved budgets.
  • Support the organization of project activities, training and events, and identify practical solutions to implementation challenges.

Program Development

The Social Project Officer contributes to the strategic development of EA's programs in Vietnam. Responsibilities will include:

  • Contribute to the development of new project proposals in line with EA's mission and strategic priorities.
  • Monitor new regulations and government programs related to child protection, education, and student welfare.
  • Support the integration of relevant national and international standards on child rights and education into project design and implementation.

B) Partnership Coordination and Development

Coordination

  • Maintain regular coordination with project partners involved in EA's activities in Vietnam.
  • Follow up on partners implementation schedules and ensure the timely submission of activity and financial reports.
  • Collect and review partners supporting financial documentation and follow up on project-related requirements.
  • Support partners in identifying operational needs and strengthening project implementation.
  • Facilitate coordination between EA, local partners and relevant authorities on administrative procedures and project approvals.

Relations with External Partners

  • Maintain and strengthen existing partnerships with local associations (CSOs) and stakeholders.
  • Support the Country Coordinator in maintaining relations with all partners and identifying opportunities to develop new partnerships, in line with EA's mission.

C) Institutional Support

The Social Project Officer provides institutional support to ensure the smooth collaboration of EA with Vietnamese authorities. Responsibilities include:

Government Relations

  • Participate in meetings with relevant authorities and institutions and other local authorities, alongside the Country Coordinator, to stay informed of regulatory changes.
  • Maintain communication with relevant administrative departments when necessary.

Translation and Interpretation

  • Translate organizational and administrative documents between Vietnamese and English as required.
  • Provide interpretation support during meetings between the Country Coordinator and local partners or authorities when necessary.

2.QUALIFICATIONS

  • At least a Bachelor's degree in a relevant field, such as social sciences, international development, education, social work, or a related discipline
  • Good knowledge of project management and project implementation in collaboration with partners.
  • Experience working directly with project partners and communities in the field.
  • Good understanding of child-centred approaches and principles.
  • Good understanding of project financial management and budget monitoring.

3. EXPERIENCE & SKILLS

Experience

  • At least 2-3 years of relevant professional experience, preferably in an INGO or NGO environment, with experience in project implementation and partner coordination.
  • Experience in implementing projects in education, child protection, or related social development areas.
  • Experience in project cycle management, including planning, monitoring and reporting.
  • Experience in building and maintaining effective relationships with local partners and stakeholders.

Skills

  • Strong organizational skills and ability to manage multiple priorities and deadlines.
  • Ability to work independently, take initiative and manage responsibilities effectively with limited day-to-day supervision.
  • Strong interpersonal, teamwork and problem-solving skills, with the ability to work effectively in a small, multicultural team.
  • Good written and spoken communication skills in both English and Vietnamese.
  • High level of personal and professional integrity, discretion and ability to handle sensitive and confidential information appropriately.

Desirable

  • Experience working with local government authorities and local partners in Vietnam.
  • Flexibility and adaptability, with the ability to work effectively in changing or challenging circumstances.
