Overall purpose of the position
The Consultant will provide senior-level political, strategic, and operational advice to support HD's work related to Vietnam within the Asia-Pacific region. Acting as HD's principal focal point on Vietnam, the role will contribute to the design, implementation, and coordination of discreet initiatives aimed at preventing, mitigating, and resolving armed conflict, while strengthening HD's engagement with key stakeholders at regional and national levels.
Responsibilities:
- Provide political, strategic and operational support for HD's cooperation with Vietnam, including day-to-day implementation of Vietnam-related strands of HD's Asia-Pacific portfolio.
- Engage relevant agencies in Vietnam and serve as HD's main liaison with these institutions.
- Engage Vietnam-based missions, donors and organisations, including relevant embassies and UN agencies, and represent HD in meetings with these stakeholders.
- Explain HD's work to Vietnamese audiences and contribute to shaping HD's strategy and messaging on Vietnam.
- Keep abreast of and attend relevant Vietnam-based events, providing written and oral briefings on key developments.
- Monitor Vietnamese media and political developments and prepare analytical notes, talking points and early-warning observations.
- Advise HD on Vietnam-related issues to inform project design, risk management and decision-making.
- Support and oversee the organisation of HD events and consultations in Vietnam, and accompany or represent HD in consultations as required.
The successful candidate should have the following qualifications:
- At least 8 years of progressively responsible experience working with or for Vietnamese government institutions, foreign policy or security agencies, or in comparable policy roles.
- Exceptional understanding of political and diplomatic developments in and relating to Vietnam.
- Strong interest and experience in geopolitics, foreign policy, maritime or conflict-related issues.
- Demonstrated political judgement and established networks within Vietnamese government, diplomatic and policymaking circles.
- Native Vietnamese speaker, with excellent written and spoken English; additional languages are an advantage.
- Ability to work independently while contributing effectively to an international team.
Candidates should be eligible to work in Vietnam. Some domestic and international travel may be required.
