Job Description

JOB DESCRIPTION: MARKET PMO

Department: Project Management Office

Reporting To: Regional IT Director / PMO Director

Location: Hanoi

I. ROLE SUMMARY

The Market PMO serves as the central command and strategic bridge between Local Market Operations and the Global IT division. This critical role is responsible for overseeing the entire portfolio of IT programs, projects, and localized tech initiatives across their full lifecycle—from initial market setup to sustainable operational handover.

Acting as the custodian of project governance, the Market PMO ensures that all technological implementations are delivered strictly within scope, on schedule, and to the highest quality standards. By championing both traditional and Agile project management methodologies, this role guarantees that local business objectives are met while maintaining unwavering adherence to local compliance, security, and infrastructure regulations.

II. CORE RESPONSIBILITIES

1. Market portfolio management & strategic roadmap governance

  • Demand & capability Management: Act as the primary funnel for all IT and product requests originating from local stakeholders (operations, marketing, finance, legal, customer service,..).
  • Roadmap synchronization: Develop, maintain, and publish a comprehensive market IT roadmap. Ensure this roadmap transparently reflects development, testing, release, and rollout timelines, aligning global resource capacity with market business targets.
  • Change control board facilitation: Implement rigorous change management processes. Evaluate scope creep, assess impacts on the triple constraint facilitate informed decision-making for any baseline alterations.

2. End-to-End market setup & project execution

  • Master planning: Serve as the project manager for the IT setup of new markets, cities, offices, and operational depots. Create master schedules, and execution milestones.
  • Ecosystem implementation: Coordinate the deployment of a complex IT ecosystem,
  • Vendor management: Oversee the vendor lifecycle at the project level
  • Quality assurance & testing: Orchestrate comprehensive testing phases including User Acceptance Testing (UAT), pilot programs, and dry-runs to ensure absolute system readiness prior to official go-live.

3. Release coordination & IT operations handover

  • Release management: Formulate detailed feature rollout plans. Confirm release scopes, target audiences, local configurations, data localization, and permission matrices.
  • Operational readiness: Ensure that all Standard Operating Procedures (SOPs), operational playbooks, and communication plans are finalized prior to deployment.
  • Knowledge transfer: Facilitate training sessions and seamlessly transition project deliverables to the market stakeholders and Tech operation teams.
  • Level 2 incident command: Act as the central escalation point for critical post-launch IT issues. Triage incidents, assess business impact, and mobilize cross-functional teams (Tech, Infrastructure, Security) to meet resolution SLAs. Drive Root Cause Analysis (RCA) to prevent recurring issues.

4. Risk, security, and compliance management

  • Risk mitigation: Proactively maintain a comprehensive risk register. Identify technical and operational dependencies, perform qualitative risk assessments, and establish robust mitigation and contingency plans.
  • Regulatory compliance: Partner with legal, compliance, and security teams to ensure all IT implementations strictly adhere to local laws.
  • Audit support: Coordinate technical evidence gathering for regulatory audits and ensure compliance action items are integrated into the project backlog.

5. Stakeholder communication & PMO standardization

  • Global-local alignment: Navigate complex, matrixed environments across multiple time zones. Resolve conflicts regarding resource allocation and timeline expectations between the global head quarter and the local market.
  • Governance framework: Institutionalize PMO best practices. Standardize project management templates, checklists, and workflows for the market.
  • Executive Reporting: Lead steering committee meetings, weekly project reviews, and blocker-resolution sessions. Deliver transparent, data-driven status reports to the market CEO, managing Directors, and global IT leadership.

III. KEY DELIVERABLES & ARTIFACTS

The Market PMO is expected to produce and maintain the following standard documentation:

  • Planning: Project charters, master implementation plans, Work Breakdown Structures (WBS).
  • Tracking: Action trackers, dependency matrices, market IT roadmaps, and backlog registers.
  • Control: Risk and issue logs, decision & change logs (RACI matrices).
  • Execution: Launch readiness checklists, release/rollout plans, vendor implementation trackers.
  • Reporting: Weekly/monthly executive status reports, incident level 2 trackers, lessons learned, and post-implementation reviews.

IV. QUALIFICATIONS & REQUIREMENTS

Education & experience

  • Professional experience: Minimum 5+ years of progressive experience in Project Management, PMO, or IT Delivery, with at least 3 years managing complex, multi-stakeholder IT implementations at an enterprise level.

Professional Certifications

  • Active Project Management Professional (PMP) certification is highly preferred and strongly advantageous.
  • Additional credentials such as PMI Agile Certified Practitioner (PMI-ACP) or PMI Professional in Business Analysis (PMI-PBA) are considered significant assets, demonstrating the hybrid skill set required for this role.

Technical & hard skills

  • Solid foundation in IT infrastructure, network setup, application architecture, and cybersecurity principles.
  • Proficiency in enterprise project management and collaboration tools (e.g., Jira, Confluence, Asana, or equivalent).
  • Strong financial acumen for budgeting, vendor procurement, and ROI tracking.

Soft skills & competencies

  • Stakeholder management: Exceptional capability to influence without authority, negotiate effectively, and manage expectations from the C-suite down to technical execution teams.
  • Analytical problem solving: Ability to distill complex, ambiguous technical issues into clear business impacts and actionable resolution paths.
  • Adaptability: High tolerance for a VUCA environment, with the agility to pivot strategies as market demands shift.
  • Communication: Native-level fluency in the local language and advanced professional proficiency in English (written and spoken) for cross-border collaboration.
