We are looking for a Project Chief Accountant to join the core leadership team of a large scale pharmaceutical manufacturing project currently under development in Vietnam.
This role will act as the financial gatekeeper of the project, ensuring strict control over capital expenditure CAPEX, contractor payments, tax compliance, and financial transparency throughout the investment and construction phases.
The position works closely with the Project Director, Procurement, Technical teams, and Group Finance to maintain strong financial governance and support strategic decision making.
KEY OBJECTIVES
- Manage the financial operations of the investment project and ensure strict control of CAPEX and project cash flow according to construction and procurement contracts.
- Ensure full compliance of accounting documentation to support VAT refunds for investment projects and minimize risks during capital finalization.
- Provide timely financial analysis and reporting to support leadership decision making.
KEY RESPONSIBILITIES
- Construction Payment and Accounts Payable Management
- Establish and manage project specific AP workflows including advance payments, progress payments, retention, and contractor settlements.
- Review contractor payment packages including quantity acceptance minutes, VAT invoices, and supporting documentation.
- Coordinate closely with Procurement and Technical teams to resolve discrepancies related to quantities, contract value, or payment milestones.
- Budget Control and Financial Reporting
- Prepare periodic Budget versus Actual reports for major packages including Civil, MEP, and Equipment.
- Conduct variance analysis and provide early warnings on potential budget overruns.
- Work with Group Finance to forecast project cash flow based on construction progress.
- Tax Compliance and Financial Governance
- Ensure the legality and validity of all input invoices to meet VAT deduction and refund requirements.
- Maintain systematic accounting documentation ready for tax inspection or independent audits.
- Ensure timely project closing and accurate recording of construction in progress CIP costs.
CANDIDATE REQUIREMENTS
- Bachelor's degree in Accounting or Finance.
- Chief Accountant Certificate, Vietnam CPA, or ACCA is preferred.
- Minimum 6 to 10 years of experience in accounting or finance roles.
- Strong experience in construction project accounting, CAPEX projects, real estate developments, or FDI factory investments is required.
- Solid understanding of contractor payment cycles and investment capital finalization.
