Job Description

Position: Procurement Manager (Packaging) - 8 months contract

Reporting line: Procurement Head

Open for candidate who willing to take 8 months contract with +5 years experience as Procurement for Packaging material with good command of English

Role purpose:

The Procurement Manager is responsible for end‑to‑end sourcing and management of all pharmaceutical packaging materials (e.g., blisters, alu‑alu, PVC/PVDC, bottles, caps, labels, leaflets, cartons, shippers, tamper‑evident seals), ensuring security of supply, compliance, and optimal cost and quality.

The role leads cross‑functional packaging projects (cost optimization, new product launches, artwork changes, site transfers, sustainability projects), working closely with TechOps, Commercial, Regulatory Affairs, Finance, …

2/Procurement management:

2.1. Sourcing planning & Category Management

  • Develop and implement a packaging category strategy for pharma products aligned with business plans, GMP/GDP requirements, and regulatory standards.
  • Manage the full portfolio of primary, secondary, and tertiary packaging for finished goods and, where relevant, for intermediate products.
  • Monitor market trends and raw material price movements (paperboard, plastics, aluminum, inks, adhesives) and propose strategies to mitigate cost and supply risks.
  • Identify and qualify alternative suppliers and materials to support business continuity, cost optimization, and improved sustainability.

2.2. Supplier Management & Contracting

  • Lead RFQs/RFPs for packaging items, including technical specification review, bid evaluation, and recommendation.
  • Negotiate price, payment terms, lead times, MOQ, and service level agreements to achieve best total cost of ownership (TCO).
  • Establish and maintain strong relationships with local and international pharmaceutical packaging suppliers and converters.
  • Conduct regular supplier performance reviews (OTIF, quality defects, deviation handling, responsiveness, innovation) and drive corrective and preventive actions.
  • Ensure contracts and quality agreements with suppliers reflect GMP, data integrity, and regulatory requirements.

2.3. Operational Procurement & Cost Management

  • Ensure continuous availability of packaging materials to support production plans and market supply, while optimizing inventory levels and working capital.
  • Collaborate with TechOps and other internal stakeholders to set appropriate safety stocks, reorder points, and contingency plans for critical items.
  • Track and deliver annual cost‑saving and cost‑avoidance targets for the packaging category, with clear documentation of initiatives (e.g., material change, supplier switch, pack optimization).
  • Analyze purchase price variance (PPV) and support Finance in budgeting, forecasting, and reporting for packaging spend.

2.4. Quality, GMP & Regulatory Compliance

  • Work closely with QA/QC, Regulatory Affairs, and TechOps to ensure packaging materials comply with:
  • Registered product dossiers,
  • Internal specifications,
  • GMP and GDP requirements,
  • Local and international pharmaceutical packaging regulations.
  • Support technical qualification and validation of new packaging components: coordination of trials, line tests, and related documentation.
  • Ensure suppliers undergo quality audits and technical assessments as required; follow up on CAPAs and monitor quality performance.
  • Maintain and control all relevant documentation: specifications, artworks, technical drawings, certificates of analysis/compliance, change control records, and quality agreements.

2.5. Cross-functional Projects & New Product Development

  • Act as procurement project lead for packaging‑related projects, including:

+ New product launches or line extensions,

+ Artwork and regulatory changes,

+ Technology transfers/site transfers,

+ Pack design changes and value engineering,

+ Sustainability and green packaging projects.

  • Provide packaging cost scenarios and lead time inputs to project business cases and launch timelines.
  • Ensure all project milestones related to packaging (supplier readiness, material availability, artwork approval, validation) are met on time and in full.

2.6. Project Management

  • Apply structured project management methodologies (project tasks, timeline, PIC, risk analysis) for major packaging and sourcing projects.
  • Develop and manage detailed project plans, including tasks, owners, dependencies, and critical paths; track progress and escalate risks proactively.
  • Facilitate regular project meetings with cross-functional teams (TechOps, QA/QC, RA, Marketing, Commercial, CSC, Finance) and document decisions and action items.
  • Monitor and report on project KPIs (on‑time delivery of milestones, budget adherence, risk status) to the Head of Procurement.

Key Requirements:

  • 5–7 years of procurement experience, including +3 years in packaging procurement (primary/secondary/tertiary).
  • Good command of English (verbal & non-verbal)
  • Experience in pharma/consumer healthcare is a plus point
  • Proven project management capability: planning, tracking, risk management, and driving cross-functional packaging projects to completion.
  • Advanced analytical and cost modeling skills to compare scenarios and support business decisions.
  • Excellent communication and influencing skills with internal stakeholders and external suppliers.
  • Good ethics, and compliance mindset in all procurement and supplier interactions.
  • Proactive, detail-oriented, and continuously seeking process and cost improvements in a fast-paced, regulated environment.
