PROCUREMENT MANAGER

Job Summary

The Procurement Manager is responsible for leading the company's procurement function to ensure materials and services are sourced at the right quality, cost, and timeline. This role works closely with QS, Design, Suppliers, and Project Teams to control purchasing costs, support project execution, and protect company margins.

Key Responsibilities
  • Build, standardize, and manage the procurement system, including SOPs, supplier database, and RFQ/RFP processes
  • Source, evaluate, negotiate, and develop strategic suppliers
  • Negotiate prices, contracts, and payment terms to achieve cost targets
  • Manage purchase orders and monitor delivery schedules to ensure uninterrupted project progress
  • Control input material quality and handle supplier-related risks or issues
  • Lead and develop the Procurement team, including Sourcing, Purchasing, and Logistics functions
  • Coordinate with internal departments to ensure procurement activities align with project requirements and budgets
  • Propose improvements in procurement policies, supplier strategy, and cost optimization initiatives

  • Cost Saving Rate: 35% vs. QS budget
  • On-time Delivery: 95%
  • Qualified Supplier Performance: 90%
  • Procurement Cycle Time: 35 days
  • Material Quality Issue Rate: 2%
  • Contract Compliance: 100%
  • Team KPI Achievement: 80%
Authority
  • Select approved suppliers within delegated authority
  • Negotiate pricing and commercial terms within approved budget
  • Recommend supplier or material changes for better cost or quality outcomes
  • Manage procurement budget and team performance
  • Propose procurement policies, systems, and process improvements
Requirements
  • Minimum 5 years of experience in Procurement / Supply Chain, preferably in construction or interior projects
  • Bachelor's degree in Supply Chain, Business, Economics, Construction, or related fields
  • Good English communication and contract reading skills; Chinese is an advantage
  • Proficient in Excel, ERP, and procurement management systems
  • Strong negotiation, cost control, problem-solving, and team management skills
  • High integrity, accountability, and result-oriented mindset
Compensation & Benefits
  • Base Salary: VND 30 45 million
