Job Description

Job purpose:

Responsible for developing, managing, and optimizing the procurement of Non-Inventory goods and services for the Distribution Division to ensure full support for operational needs with optimal quality, timeline, and cost; while also developing procurement strategies, supplier development, risk management, and ensuring compliance with Company policies and regulations.

Key responsibilities:

Manage procurement activities

  • Manage the full procurement process for Non-Inventory goods and services for the Distribution Division.
  • Establish procurement plans based on budgets and the needs of relevant departments.
  • Assign, supervise, and control the progress of purchase requests handled by the team.

Develop sourcing strategy and suppliers

  • Develop sourcing strategies for each category of goods/services.
  • Develop, evaluate, and manage the supplier portfolio.
  • Establish criteria to assess supplier capability in terms of quality, supply capacity, cost, compliance, and service level.
  • Organize periodic evaluations and supplier performance improvement programs.

Negotiate and manage contracts

  • Negotiate high-value or strategic contracts.
  • Control commercial terms to optimize Total Cost of Ownership (TCO) and mitigate legal and financial risks.
  • Manage the signing, renewal, and execution of service contracts.

Manage costs and optimize procurement efficiency

  • Develop and implement cost-saving and cost-avoidance initiatives.
  • Analyze market price trends and propose appropriate purchasing strategies.
  • Monitor fluctuations in labor cost, transportation rates, fuel prices, etc., and propose contract price adjustments when necessary.

Manage operations and process control

  • Ensure all procurement activities comply with internal processes, policies, and legal regulations.
  • Develop, improve, and standardize procurement processes to enhance operational efficiency.
  • Manage procurement records, contracts, and documentation in accordance with requirements.

Manage contract execution and service quality

  • Monitor suppliers contract performance.
  • Coordinate with relevant departments to ensure goods and services meet requirements for quality, timeline, and cost.
  • Resolve issues, disputes, or complaints with suppliers.
  • Track KPIs related to delivery, service quality, and internal customer satisfaction.

Manage the procurement team

  • Manage, coach, and develop the procurement team's capabilities.
  • Assign tasks, evaluate performance, and develop people development plans.
  • Guide employees in handling complex procurement situations.
  • Build a working culture centered on efficiency, transparency, and collaboration.

Coordinate with and advise departments

  • Act as the focal point working with departments on procurement planning.
  • Advise on optimal procurement solutions in terms of cost, quality, and risk.
  • Lead working sessions with suppliers and stakeholders to evaluate solutions, capabilities, and implementation plans.

Report and improve procurement operations

  • Establish and monitor departmental procurement KPIs.
  • Analyze procurement data, cost trends, and supplier performance.
  • Provide periodic reports to Management on cost savings, supplier performance, contract compliance, procurement cycle time, risks, and improvement opportunities.
  • Propose and implement digital transformation, automation, and procurement efficiency improvement projects.
  • Support procurement activities during peak periods or special projects.
  • Participate in developing the annual procurement budget.
  • Prepare reports as requested by the Board of Management.
  • Participate in process improvement, digital transformation, and supply chain optimization projects of the Company.
  • Perform other tasks as assigned by the line manager.

Requirement:

  • Bachelor's degree in Economics, Engineering, or related fields.
  • 3–5 years of indirect procurement experience (Logistics, CAPEX, IT, etc.) in FMCG or large-scale trading companies, in a managerial role.
  • Sourcing and procurement expertise; supplier management and development; understanding of indirect categories; ability to identify and manage commercial and legal risks; understanding of procurement processes and systems.
  • Strategic planning and planning skills; ability to analyze and synthesize information for decision-making; strong negotiation and bargaining skills; strong communication and collaboration skills; ability to manage and develop team capabilities and improve work effectiveness.
