Key Responsibilities
1. Policy Monitoring, Analysis & Advisory
- Track and review current policies, regulations, and draft legislation related to the company's industry and areas of operation.
- Analyze and assess the impact of policy changes and legal developments; identify risks and opportunities early and propose timely responses.
- Prepare reports, recommendations, and policy feedback to government authorities, local administrations, or through industry associations.
- Forecast policy trends and regulatory changes at industry and local levels; propose adaptation strategies to ensure compliance and competitive advantage.
2. Policy Contribution & Advocacy
- Represent the company at policy workshops, thematic discussions, professional events, and public consultations organized by government bodies, industry associations, and related organizations.
- Prepare, consolidate, and present constructive feedback for improving or amending policies and regulations in alignment with the company's development strategy and the legal framework.
- Collaborate closely with the Executive Committee and functional units to share policy information, gather technical input, and provide coordinated responses, thereby contributing to a transparent and stable regulatory environment.
3. Strategic Advisory for External Relations
- Advise the Senior Manager External Relations and the Executive Committee in developing and implementing external relations action plans aligned with strategic directions and policy trends.
- Provide policy expertise to support external relations activities, particularly in sensitive situations or crisis management.
4. External Stakeholder Relations
- Build, maintain, and expand effective networks with government agencies, industry associations, professional organizations, and influential experts involved in policy-making and legal enforcement.
- Establish and coordinate multi-party working groups to share information, strengthen consensus, or reduce policy barriers, thereby ensuring a favorable legal environment for business operations.
Job Requirements
Education
- Bachelor's degree or higher in Political Science, Public Administration, Economics, Law, Journalism, or related fields.
- Solid understanding of the political system, the functioning of the State, and the policy and legislative processes in Vietnam.
- Knowledge of business management, commerce, or related industries of the Group is an advantage.
Experience
- 35 years of experience in a similar role in government affairs, policy monitoring, or working with state agencies and industry associations.
- Preference for candidates with prior experience in legal, external relations, or government-related positions relevant to the industry.

- Strategic thinking; proactive and prudent in contextual assessment and decision-making.
- Strong research, analytical, and synthesis skills regarding policies and legal regulations, with the ability to anticipate impacts on corporate operations.
- Proficiency in preparing policy briefs, position papers, and recommendation reports with clear arguments and contextual relevance.
- Relationship-building skills with government agencies, industry associations, and professional organizations.
- Ability to multitask, handle sensitive matters flexibly, ensure confidentiality, and comply with regulations.
- Strong communication and persuasion skills, especially in multi-level political environments.
- Teamwork and cross-functional collaboration skills (Legal, Risk Management, External Relations, CSR, Operations, Communications, etc.).
