Job title: OOH Planning & Buying Manager

Role Purpose

The OOH Planning & Buying Manager is responsible for developing strategic OOH media plans, managing media buying and vendor relationships, negotiating commercial terms, ensuring campaign delivery, and driving operational excellence across all OOH campaigns. The role also supports business development by providing strategic recommendations and identifying new OOH opportunities.

Key Responsibilities

1. OOH Media Planning (30%)

  • Develop strategic OOH media plans based on client objectives, target audience, and budget.
  • Recommend the optimal media mix across Billboard, Digital OOH (DOOH), Transit, Street Furniture, Retail Media, Airport, Mall, and other OOH formats.
  • Conduct audience, traffic, and location analysis.
  • Evaluate media effectiveness and prepare post-campaign analysis.
  • Present media recommendations to clients and internal stakeholders.

2. Media Buying & Negotiation (30%)

  • Negotiate pricing and added value with media owners.
  • Secure the best commercial terms while maintaining campaign quality.
  • Manage media booking and reservation process.
  • Ensure buying compliance with client procurement requirements.
  • Track media inventory and availability.

3. Campaign Management (20%)

  • Coordinate with Operations team for campaign implementation.
  • Monitor campaign progress and troubleshoot issues.
  • Ensure all campaigns are delivered on time.
  • Manage production timelines with vendors.
  • Review campaign photos and proof-of-performance reports.

4. Vendor Management (10%)

  • Develop strong relationships with OOH vendors.
  • Evaluate vendor performance regularly.
  • Identify new media opportunities and suppliers.
  • Support Preferred Vendor Program.
  • Maintain updated vendor database and benchmark pricing.

5. Financial Management (5%)

  • Monitor campaign profitability.
  • Review quotations and purchase orders.
  • Ensure billing targets are achieved.
  • Support invoice reconciliation.

6. Team Leadership (5%)

  • Coach and develop Planning & Buying Executives.
  • Allocate workload effectively.
  • Review planning outputs.
  • Share market insights and industry updates.
