Pacifica Companies is hiring a Manager / Senior Manager / General Manager – Business Development, Legal & Liaisoning for its Chennai operations, based at the Pacifica Aurum project office. This is a field-intensive, relationship-driven role at the front end of the real estate development lifecycle — responsible for identifying and securing land parcels for the company's residential and mixed-use pipeline, and for driving every legal, revenue and statutory approval needed to convert a sourced parcel into a construction-ready asset. The role requires an established local network of landowners, brokers, advocates and government officials, sound commercial judgement, and the persistence to navigate multi-department, multi-authority government processes end-to-end.

Key Responsibilities

1. Land Identification & Business Development

•     Identify and evaluate potential land parcels for acquisition — outright purchase, Joint Development Agreement (JDA), or Joint Venture (JV) — in Chennai and other target micro-markets, in line with the company's investment criteria.

•     Build and continuously expand a strong network of landowners, brokers, local influencers and industry contacts to generate a healthy, ongoing pipeline of land opportunities.

•     Conduct preliminary market research and site visits to assess location viability, connectivity, surrounding infrastructure and competing developments.

•     Prepare land valuation reports, benchmarking the asking price against comparable market transactions.

•     Prepare project workability and feasibility studies covering permissible FSI/FAR, development potential, saleable-area estimates and preliminary cost-revenue projections.

•     Support preparation of Information Memorandums (IMs) and investment proposals for management / Investment Committee review and approval.

•     Lead commercial negotiations with landowners on pricing, payment terms and deal structure (outright sale vs. JDA/JV revenue- or area-sharing arrangements).

2. Legal & Title Due Diligence

•     Coordinate legal scrutiny of shortlisted land parcels with empanelled advocates/legal counsel, including title search, encumbrance verification and chain-of-title review.

•     Oversee verification of registered property title documents, patta/chitta records, FMB sketches and other land records to confirm marketable, disputable-free title.

•     Identify and flag title defects, litigation or ownership disputes, and coordinate with legal advisors on resolution and mitigation strategies before deal closure.

•     Support drafting, review and execution of Sale Deeds, Joint Development Agreements, Power of Attorney and other land-related legal documents in coordination with legal counsel.

•     Ensure compliance with the Transfer of Property Act, the Registration Act, applicable Tamil Nadu land and revenue laws, and RERA (Tamil Nadu) requirements throughout the acquisition lifecycle.

3. Land Possession, Registration & Revenue Liaison

•     Coordinate taking physical and legal possession of acquired land parcels.

•     Coordinate registration of properties with the Sub-Registrar's office, ensuring accurate documentation and timely completion of stamp duty and registration formalities.

•     Liaise with the District Revenue Office, Inspector General of Registration, Taluk Office, Revenue Divisional Office, Collectorate and Directorate of Land Administration for land-related clearances, conversions and record updates.

•     Liaise with relevant departments at the State Secretariat as required for policy-level approvals and escalations.

•     Track and interpret evolving government policies, land regulations and municipal/town-planning norms that may impact ongoing or planned acquisitions, and proactively advise management on implications.

4. Statutory & Regulatory Approvals

•     Coordinate with advocates and consultants to obtain and track approvals required for land acquisition and project development.

•     Drive the end-to-end approval process with: CMDA (Chennai Metropolitan Development Authority), DTCP (Directorate of Town and Country Planning), CMWSSB (Chennai Metropolitan Water Supply and Sewerage Board), local bodies (Corporation / Municipality / Panchayat), TNEB, Police Department, Fire & Rescue Services, Tamil Nadu Pollution Control Board, and other statutory/regulatory authorities as applicable.

•     Maintain a live tracker/MIS of approval status, pending queries and target timelines across all authorities and projects, and escalate delays proactively.

•     Build and sustain professional relationships with officials across these departments to facilitate smoother, faster processing of applications.

5. Stakeholder & Cross-Functional Coordination

•     Act as the primary point of contact between landowners/brokers and internal teams (Projects, Legal, Finance, Design, Sales) throughout the acquisition and approval lifecycle.

•     Coordinate handover of acquired land parcels and approval documentation to the Projects/Technical team for design and execution.

•     Work closely with the Finance team on acquisition-related budgeting, including stamp duty, registration charges, professional fees and other statutory costs.

•     Represent the company professionally in all external dealings with landowners, brokers, consultants and government officials, upholding Pacifica's reputation for trust, quality and ethics.

6. Reporting, Documentation & Team Leadership

•     Maintain accurate, organized records (physical and digital) of all land documents, approvals, correspondence and agreements for each project/parcel.

•     Prepare periodic reports/dashboards for senior management on land pipeline status, deal progress and approval timelines.

•     (Sr. Manager / GM) Mentor, guide and review the work of junior BD & Liaison executives; allocate parcels and approvals across the team, and ensure quality and timeliness of execution.

•     (GM) Own the overall BD & Liaisoning function for the Chennai region across multiple projects, define land-acquisition strategy in line with company growth plans, and represent the function at the senior leadership level.

Key Skills & Competencies

•     Strong, existing network of landowners, brokers and government officials across the Chennai / Tamil Nadu real estate market.

•     In-depth working knowledge of CMDA, DTCP, CMWSSB, local body, TNEB, Fire, Police and Pollution Control Board approval processes.

•     Working knowledge of the Transfer of Property Act, the Registration Act, RERA (Tamil Nadu) and applicable land revenue laws.

•     Strong negotiation, deal-structuring and commercial acumen.

•     Ability to read and interpret title documents, survey sketches (FMB) and patta/chitta records.

•     Excellent stakeholder-management and interpersonal skills; equally comfortable engaging landowners, brokers, advocates and government officials.

•     High level of diplomacy, patience and persistence in navigating multi-department government processes.

•     Strong documentation, MIS and reporting discipline; proficiency in MS Office (Excel, Word, PowerPoint).

•     Fluency in Tamil is essential; working proficiency in English required, Hindi an added advantage.

•     High personal integrity and ethical standards, in line with Pacifica's values.

•     Willingness to travel extensively across project sites and government offices within Chennai and Tamil Nadu.
