MAIN RESPONSIBILITIES
Airfield Infrastructure Maintenance, Asset Performance & Operational Readiness
- Lead the planning, delivery and continual improvement of maintenance activities across airfield pavements, airfield ground lighting (AGL), MAI-owned navigational aid (NAVAID) infrastructure, stand lighting, drainage systems, electrical infrastructure, grounds maintenance and associated airfield assets.
- Develop and implement preventive, predictive and corrective maintenance programmes that maximise infrastructure reliability, operational availability and asset life while supporting safe and efficient aircraft operations.
- Ensure all airfield infrastructure is maintained in accordance with ICAO Annex 14, applicable ICAO guidance, Vietnamese aviation regulations, Aerodrome Certification requirements and approved maintenance standards.
- Direct pavement maintenance programmes including inspections, repairs, surface markings, friction management, rubber removal, pavement condition monitoring and support for ACR-PCR and Global Reporting Format (GRF) requirements.
- Ensure maintenance activities are appropriately planned and coordinated to minimise operational disruption while maintaining the continuous serviceability of the aerodrome.
- Support long-term asset lifecycle planning, infrastructure renewal programmes and capital improvement initiatives in collaboration with the Expert, Asset Planning & Management.
Maintenance Governance, Regulatory Compliance & Operational Coordination
- Establish and maintain governance frameworks, maintenance standards, procedures and assurance processes that support safe, compliant and effective airfield maintenance operations.
- Ensure maintenance activities comply with ICAO Standards and Recommended Practices (SARPs), Vietnamese aviation legislation, Aerodrome Certification requirements, environmental obligations and airport policies.
- Provide technical oversight for the maintenance of operationally critical airfield infrastructure and ensure identified defects are assessed, prioritised and rectified in accordance with defined service levels and operational risk.
- Coordinate planned and reactive maintenance activities with Airfield Operations, AOCC Operations and other operational stakeholders to maintain airport operational continuity and minimise operational impacts.
- Support Airport Operator NOTAM processes by ensuring timely provision of accurate technical information relating to airfield infrastructure outages, operational restrictions and maintenance activities requiring promulgation.
- Support implementation of the Airport Emergency Plan (AEP), business continuity arrangements and recovery activities relating to infrastructure failures, emergencies and significant operational disruptions.
- Lead regulatory inspections, technical audits, certification activities and compliance reviews relating to airfield maintenance and infrastructure.
- Act as the principal maintenance representative with the Airport Authority (Cảng vụ Hàng không), CAAV, VATM – the air navigation services provider (ATC/AIS/MET/ATFM), ATTECH, maintenance contractors and other relevant stakeholders on matters relating to airfield infrastructure and maintenance.
Leadership, Resource Management & Continuous Improvement
- Lead and develop the Airfield Maintenance function, ensuring maintenance personnel, specialist contractors and service providers are competent, appropriately authorised and effectively deployed to support airport operational requirements.
- Establish clear performance objectives, competency frameworks and development programmes that support regulatory compliance, operational capability and continuous professional development.
- Foster a strong safety culture and ensure full compliance with the Airport Safety Management System (SMS), reporting requirements and organisational risk management processes.
- Manage maintenance contracts, specialist service providers and supplier performance to ensure delivery against agreed service levels, statutory obligations and operational requirements.
- Manage departmental budgets, maintenance planning, inventory strategies and resource allocation to support efficient and cost-effective service delivery.
- Promote innovation, maintenance technologies, digital asset management solutions and continuous improvement initiatives that enhance infrastructure reliability, operational resilience and maintenance performance.
- Support the ongoing development of the Airfield Maintenance function as airport operations expand beyond the APEC Phase, ensuring maintenance capability evolves in line with future operational requirements.
REQUIREMENTS
- Bachelor's Degree in Civil Engineering, Electrical Engineering, Airport Engineering, Infrastructure Engineering, Mechanical Engineering or a related engineering discipline.
- Minimum 10 years experience in airport maintenance, airfield engineering, infrastructure asset management or a comparable critical infrastructure environment.
- Minimum 5 years leadership experience managing engineering or maintenance functions within an operational airport or comparable regulated infrastructure environment.
- Demonstrated experience managing maintenance activities associated with airfield pavements, airfield electrical systems, airfield ground lighting, navigational aid infrastructure or airport engineering operations.
- Demonstrated experience managing maintenance contractors, specialist service providers and technical teams within a safety-critical environment.
- Experience supporting airport certification, regulatory compliance, operational readiness and infrastructure handover activities.
- Demonstrated knowledge of ICAO Annex 14, Aerodrome Certification requirements and applicable Vietnamese aviation regulations relating to aerodrome maintenance.
- Where designated as the responsible person for maintenance of airfield works, satisfies the competency and experience requirements prescribed under applicable Vietnamese aviation regulations.
