About the Role

Fulbright University Vietnam (FUV) seeks applications for the position of Lecturer in Law and Governance at the Fulbright School of Public Policy and Management (FSPPM). As a full-time member of the academic faculty, the Lecturer in Law and Governance will contribute to the School's teaching, research and outreach. Teaching will include developing and leading courses on the School's flagship Master of Public Policy (MPP) programs, and on non-degree courses offered by the School. All FSPPM faculty are expected to be active in research, with an emphasis on publications in international, peer-reviewed journals and books. The Lecturer will also contribute to the School's Policy Dialogue and Executive Education programs.

About FSPPM

The FSPPM builds upon a three-decade long initiative of Harvard University to incubate a center of public policy research and teaching, the Fulbright Economics Teaching Program (FETP). In the fall of 2016, Harvard transferred the people and programs of FETP to FUV. In 2019, FSPPM achieved recognition as the first public policy school in Southeast Asia accredited by NASPAA, the leading American association of policy education institutions. FSPPM flagship program is the MPP, which is now offered with two concentrations: i) Policy Analysis, with an emphasis on analytical and quantitative skills; and, ii) Leadership and Management. FSPPM faculty produce cutting-edge research on policy issues ranging from macroeconomics and finance to energy policy, sustainable agriculture and social protection. The School publishes the Fulbright Review of Economic Policy, a peer-reviewed journal of new research, and regularly organizes public seminars on economics and policy.

FUV's Board of Trustees has adopted an ambitious mandate for FSPPM to become an internationally recognized graduate professional school that prepares students for positions of leadership in all sectors of society and contribute to the resolution of the grand challenges facing Vietnam, the region, and the world through policy engagement, analysis, and research.

Roles and Responsibilities

The Lecturer in Law and Governance will take primary responsibility for planning, development and teaching of the Public Governance and Law and Public Policy courses of the Master of Public Policy (MPP) degree program. The Public Governance course provides students with an introduction to the role and functions of the legislative, executive and judicial branches of government in complex, market economies, including Vietnam. Law and Public Policy focuses specifically on the law and legal institutions in correcting market failures, promoting equity and fairness and contributing to social, economic and political development.

The Lecturer will initiate and develop new courses in her or her area or expertise to ensure that the MPP programs remain relevant and intellectually stimulating. He or she will supervise and examine master's students capstone projects, and may also be called up to contribute to teaching of other MPP courses at the request of the Dean.

In addition to teaching, the Lecturer will take part in the development, design and implementation of FSPPM Policy Dialogue and Executive Education programs. All FSPPM members of faculty are expected to be research active, and compensation is linked to the production of international quality, peer reviewed publications.

The Lecturer in Law and Governance reports to the Dean of FSPPM.

What we look for

Education: A PhD (or equivalent terminal degree) in a policy-relevant field is required.

Experience: Relevant teaching and research experience in policy issues are desired.

Knowledge, Skills and Abilities:

  • Experience or interest in Vietnam and Southeast Asia will also be appreciated.
  • Vietnamese language skills are valuable, but not required.
