The IT Department at Mizuho Bank, Ltd., Hanoi Branch, is responsible for supporting and enabling the bank's business operations through technology. Its main functions include Project Planning & Quality Assurance, Infrastructure & Operations, System Development, Security and Risk Management, as well as Innovation and Solution Architecture. The department ensures the reliable and secure operation of core banking systems, develops and maintains IT solutions tailored to business needs, manages technology risks, and drives innovation to support the branch's strategic objectives.

Job Responsibilities
- Lead and manage the Information Technology (IT) Security and Risk Management Team, providing clear direction, mentorship, and ongoing support to ensure high performance and professional growth.
- Oversee the identification, assessment, and mitigation of IT risks, including potential threats to data, systems, and infrastructure.
- Ensure full compliance with regulatory requirements as well as the Bank's procedures, standards and policies and guidelines.
- Lead initiatives to ensure consistent application of the security framework and policies across all country-specific infrastructure and systems.
- Develop and deliver comprehensive training programs to educate all branch staff on information security and cybersecurity best practices.
- Define security requirements and conduct thorough security testing for all System Development projects.
- Proactively monitor and respond to security incidents, coordinate detailed investigations, and ensure timely resolution and reporting to relevant stakeholders.
- Perform regular vulnerability assessments, penetration testing, and risk analyses, recommend and implement effective improvements to enhance security posture.
- Manage and optimize security technologies and tools (e.g. firewalls, SIEM, endpoint protection), ensuring their effective and efficient operation.
- Stay abreast of emerging threats, technologies, and regulatory changes, and adapt security strategies accordingly to maintain robust protection.
- Prepare and present comprehensive security and risk reports to the IT Head, Management, and Regional / Head Office.
Job Requirements
- Bachelor's degree or higher in Information Technology, or related fields.
- Minimum of 5 years of progressive experience in IT security and risk management, including leadership or managerial responsibilities.
- Demonstrated expertise in developing and implementing security programs, policies, and controls with strong knowledge of cybersecurity principles, threat landscapes, risk management frameworks, and regulatory standards (ISO 27001, NIST).
- Hands-on experience with security technologies such as SIEM, firewalls, IDS/IPS, endpoint protection, DLP, and monitoring tools.
- Proven experience in managing incident response, conducting forensic investigations, overseeing vulnerability management processes, and IT infrastructure (including cloud and application security).
- Proven ability to lead teams and projects, with strong project management and communication skills, including the ability to explain complex security topics to non-technical audiences.
- Strong analytical and strategic thinking abilities, with the capability to manage multiple priorities independently, adapt to new technologies, and maintain a customer service-oriented mindset.
- Professional certificates such as CISSP, CISM, CISA, ISO 27001 Lead Implementer or Auditor, or other relevant security or risk management credentials are preferred.
- Fluency in Vietnamese and English, both oral and written.
