JOB DESCRIPTION
1. Strategy Development and Business Planning
- Develop strategic direction, business strategies, and business plans for corporate bonds in alignment with the Bank's overall development strategy.
- Propose corporate bond products suitable to market conditions and the Bank's risk appetite.
2. Organization and Management of Corporate Bond Transactions
- Manage and oversee all activities of the Corporate Bond Department, including corporate bond investment operations and corporate bond analysis and advisory services, to meet the Bank's and clients business needs in compliance with internal policies and applicable regulations from time to time.
- Organize and monitor the corporate bond investment portfolio, including maturity, yield, liquidity, and risk management.
- Take responsibility for proposing and making corporate bond transaction decisions within approved authority limits.
- Organize personnel execution and lead transaction teams; take full responsibility for the results of enterprise and project appraisal and evaluation.
- Handle and resolve issues arising during transaction implementation.
3. Partnerships and Market Development
- Establish, maintain, manage relationships, and develop business with investors, partners, and corporate clients with demand for corporate bond issuance and investment.
- Continuously update market information, interest rate trends, and regulatory and policy developments to timely adjust investment strategies.
4. Risk Management and Compliance
- Ensure all departmental activities strictly comply with internal regulations and applicable laws.
- Coordinate with relevant Divisions/Departments to control risks and handle issues related to corporate bond activities.
5. Human Resources Management and Team Development
- Organize work assignment, performance evaluation, and training and development of departmental staff.
- Recruit and train personnel for positions under departmental responsibility.
- Develop training materials and conduct training on professional knowledge and technical skills for department staff.
- Supervise task execution and evaluate performance results of department employees.
- Build a professional, supportive, creative, and efficient working environment.
6. Platform and Framework Development
- Directly participate in and provide consultation to senior management in developing departmental operational procedures and internal regulations.
JOB REQUIREMENTS
- Bachelor's degree or higher in Economics, Finance, or Banking. CFA, FRM, or equivalent certifications are preferred.
- Minimum 10 years of experience in financial markets.
- At least 5 years of experience in corporate bond issuance advisory, underwriting, bond trading, or corporate credit appraisal and approval at banks, financial institutions, or securities companies.
- At least 5 years of people management experience.
- In-depth knowledge of State Bank regulations, the Law on Credit Institutions, and relevant government and industry regulations.
- Strong expertise in debt capital markets, money markets, and financial and banking products.
- Knowledge of risk management.
- Ability to draft operational procedures and policies.
- Strong research, analytical, and critical thinking skills.
- Good communication and negotiation skills.
- English: Good communication proficiency.
