Job Description

Job Summary

Support the HSE Manager in implementing and sustaining Health, Safety, Environmental and Security (HSES) programs across Vilube Factory. Ensure daily compliance with HSE requirements, identify and eliminate unsafe conditions and unsafe behaviors, conduct inspections and investigations, coordinate emergency preparedness activities, and drive employee engagement to achieve Zero Harm performance.

Job Responsibilities and Accountabilities

Area of Responsibility

HSE System Implementation

  • Implement HSE policies, procedures, standards and programs across all factory operations.
  • Support maintenance of ISO 45001 and ISO 14001 management systems.
  • Ensure all HSE documentation, records and permits are maintained and updated.
  • Follow up corrective and preventive actions from audits, inspections and incidents.

Safety Operation Management

  • Conduct daily safety inspections, GEMBA walks and workplace observations.
  • Monitor compliance with Permit-to-Work requirements.
  • Verify machine guarding, LOTO, Electrical safety, confined space, work-at-height, lifting & supporting and contractor safety compliance.
  • Identify unsafe conditions and unsafe behaviors and ensure timely corrective actions.
  • Possess authority to stop unsafe work and immediately escalate significant risks.

Safety Culture & Behavior

  • Lead toolbox talks and safety communication activities.
  • Conduct Behavior-Based Safety observations and coaching.
  • Promote near-miss reporting and employee participation in safety programs.
  • Support safety campaigns, awareness events and engagement activities.
  • Coach supervisors and operators on safe work practices.

Incident Management

  • Participate in incident, near-miss and environmental event investigations.
  • Conduct root cause analysis and develop corrective actions.
  • Track closure of investigation actions.
  • Maintain incident reporting records and trend analysis.

Environmental Management

  • Monitor waste management, hazardous materials handling, wastewater treatment and spill prevention programs.
  • Conduct environmental inspections and compliance checks.
  • Support environmental reporting and permit compliance activities.
  • Ensure proper segregation and disposal of waste materials.

Emergency Preparedness & Fire Safety

  • Maintain emergency response equipment and fire protection systems.
  • Coordinate emergency drills and evacuation exercises.
  • Participate in emergency response team activities.
  • Monitor readiness of emergency equipment and first aid facilities.

Contractor Safety Management

  • Conduct contractor HSE induction training.
  • Monitor contractor compliance during maintenance, projects and other activities.
  • Conduct contractor safety inspections and audits.
  • Support project risk assessments and safety reviews.

Training & Competency Development

  • Deliver HSE induction training for new employees and contractors.
  • Maintain training records and competency matrices.
  • Support annual HSE training plans.
  • Ensure mandatory training completion and certification validity.

HSE Performance & Reporting

  • Collect and analyze daily and monthly HSE performance data.
  • Prepare weekly and monthly HSE reports.
  • Monitor HSE KPIs and action plans.
  • Support HSE Manager in management review meetings and regulatory reporting.

QUALIFICATIONS

  • Bachelor's degree in occupational health & safety, Environmental Engineering
  • Professional HSE certification preferred.
  • Minimum 5 years of HSE experience in manufacturing, lubricant, chemical, FMCG or process industries.
  • Working knowledge of ISO 45001 and ISO 14001 systems.
  • Experience in incident investigation and risk assessment.
  • Good communication and training skills.
